With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the Fort
Worth City Council Work Session to order at 3:07 p.m. on Tuesday, November 15, 2016, in City
Council Conference Room 290 of the Fort Worth City Hall, 1000 Throckmorton Street, Fort
Worth, Texas.

Council Member Allen Gray noted that she would be continuing this item to the
December 6, 2016, Regular City Council Meeting.
4. Presentation FY2017 Federal Legislative Program - Scott Corley and Casey Pipes,
Corley Pipes Consultants
Casey Pipes presented the FY 2017 Federal Legislative Program. It will be on the City
Council agenda for action on December 6, 2016.

8. Briefing on Flood Mitigation in Fort Worth - Greg Simmons, Transportation and
Public Works
Greg Simmons reviewed the storm water utility program history and the work that has
been done around the city. He also reviewed the issues still; remaining to be addressed. He also
provided the costs for a fix in Arlington Heights - $25 - $80 million dollars. This covers
protection from a 5 year storm to the complete solution which will protect from a 100 year event.
The long time frame and high costs is what has brought the discussion of voluntary property
acquisition of flood prone homes from those willing to sell and repurpose the property as a park
or some other type of re-use. There is a cost of$2 - $3 million and a possibility of using FEMA
grant money.
If the Council wants to move in this direction there would be an M&C in December or January
for the FEMA grant; meeting with the Arlington Heights neighborhood in January/February and
a final decision would need to be made. Mr. Simmons noted that the grant application could be
pulled if the decision is not to move forward.
9. Presentation on a Tax Abatement Agreement with Parker Products For
Consolidation of Corporate Operations at the NW Corner of Loop 820 & Strawn
Lane- Natalie Moore, Economic Development
10. City Council Requests for Future Agenda Items and/or Reports
Council Member Zadeh—bike lanes being blocked by cars
Council Member Bivens—report on Code and Police are working together
Council Members Moon and Bivens — Signs prohibiting panhandling (streets and
convenience stores)

There being no further business, Mayor Pro tem Shingleton adjourned the City Council Work
Session at 5:36 p.m.
