CALL TO ORDER With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the regular session of the Fort Worth City Council to order at 7:00 p.m. on Tuesday, November 15, 2016, in the City Council Chamber of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas. II. INVOCATION—Father Stephen Jasso, All Saints Catholic Church The invocation was provided by Father Stephen Jasso, All Saints Catholic Church. III. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. IV. CONSIDERATION OF MINUTES OF THE CITY COUNCIL WORK SESSION AND THE REGULAR MEETING OF NOVEMBER 8, 2016 Motion: Council Member Jordan made a motion, seconded by Council Member Espino, that the minutes of the City Council Work Session and Regular meeting of November 8, 2016, be approved. A Resolution Accepting the Filing of a Petition to Create a Public Improvement District to be Known as Fort Worth Public Improvement District No. 17 (Rock Creek Ranch); Setting a Date for a Public Hearing; Authorizing the Publication of Notice; and Enacting Other Provisions Relating Thereto Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that Resolution No. 4701-11-2016 be adopted. M&C G-18884 - Authorize Acceptance of the Donation of Four 2016 Chevrolet Tahoes Valued in the Amount of $188,000.00 from the Dallas Fort Worth Metropolitan New Car Dealers Association (ALL COUNCIL DISTRICTS) Ms. Altonette Wilson, 3329 Wayland Drive completed an undecided speaker card relative to Mayor and Council Communication G-18884 and was recognized by Mayor Pro tem Shingleton but was not present in the Council Chamber. M&C G-18885 - Accept Receipt of the Fort Worth Botanic Garden Strategic Plan from EMD Consulting Group, LLC, Refer the Strategic Plan to the City Manager and Staff for Further Review and Evaluation to Develop Strategies and Policies for the Implementation of the Strategic Plan, Authorize Amendment to the Fiscal Year 2017 General Capital Improvement Plan to Increase Appropriations in the Amount of $350,000.00 and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS) Assistant City Manager Susan Alanis appeared before Council and provided a staff report. Public Hearing on the Proposed Amendments to the Land Use Assumptions, Capital Improvements Plan and Impact Fee Schedules for Water and Wastewater Facilities in Accordance with Section 395.054 of the Local Government Code a. Report of City Staff Mr. John Carman, Water Department, appeared before Council and gave a staff report. b. Citizen Comments Mr. Lee Hughes, 5320 Camp Bowie Boulevard, Suite D, appeared before Council in opposition to the staff recommendations. Mr. Dave Fancher, 10609 Devinstone Drove, completed a comment card in support of the staff recommendations. Motion: Council Member Espino made a motion, seconded by Council Member Zadeh, that the public hearing be closed. Motion passed 8-0, Mayor Price absent. XVI. ZONING HEARING The City Council, at its meeting of November 1, 2016, continued Zoning Docket ZC-16-157: 1. ZC-16-157 - (CD 8) - Tony Cervantes and Marie Chairez, 2210 E. Motion: Council Member Allen Gray made a motion, seconded by Council Member Jordan, that Zoning Docket ZC-16-157 be continued to the December 6, 2016, Council meeting. The Notice of Special Hearing set today as the date for the hearing in connection with recommended changes and amendments to Zoning Ordinance No. 13896 and that notice of the hearing had been given by publication in the Fort Worth Star-Telegram, the official newspaper of the City of Fort Worth, on October 28, 2016. Ms. LaSondra Huggins, 8504 Ohara Lane, completed a Citizen Presentation card relative to an update on her citizenship and was recognized by Mayor Pro tem Shingleton but was not present in the Council Chamber.
