GWHICH SAID TERRITORY LIES AD3ACLNT TO AND AD30TN5 TIME

CUMULA'T'IVE OF ALL PRIOR ORIDNANCES f`iOT IN DIRECT
CONFLICT PROVIDING FOR SEVERABILITY A1~fD NAMING AN
EFFECTIVE DATE.
'~%/IiERIAS, a public hearing before the City Council of the City of Fort Worth, Texas,
wherein all interested persons were provided with an opportunity to be heard on the proposed
annexation of the territory hereinafter described, was held at the City Council Chambers in
the Municipal Office Building of. Fort Worth, Texas, on the twenty--seventf~ day of May, 1980,
which date is not more than twenty (20) nor less than ten (10) days prior to the institution of
annexation proceedings; and
'b'7HEREAS, a notice of such pui~slie hearing was published prior thereto in a newspaper
having general circulation in the City of Fort worth, Texas, and in the hereinafter described
territory on the loth day of May, 1980, which date was not more than twenty (20) -nor less
than ten (10) days prior to the date of the public hearing; and
WHEREAS, the population of the City of Fort Worth, Texas was in excess of 367,000
inhabitants on Oanuary 1, 1963 and in excess of 400,000 inhabitants on 7anuary 1, 1980; and
WHEREAS, the corporate area of the City of Fort Worti•~, Texas was L52 580 sq~.iare
miles on January 1, 19b3 and was 245 582 square miles on 3'anuary 1, 1980; and
WHEREAS, the hereinafter described territory lies within the exclusive extraterri-
torial jurisdiction of the City of Fort Worth, Texas; and
WHEREAS, the hereinafter described territory lies adjacent to and adjoins the City of
Fort Wor-th, Texas; and
WI-IirREAS, the t~eretnafter described territory contains 198 35 acres (0.310 square
miles) of land, more or less;

SECTI®N 1.
That the following described land and territory lying adjacent to and adjoining the City
of Fort Worth Texas, is hereby adc(ed to and annexed to the City of Fort Worth, Texas, and
said territory hereinafter described shall hereafter be included within the boundary lirr~its of
the City of Fort 'Worth, Texas, and the present boundary limits of said City, at the various
points contiguous to the area hereinafter described, are altered and amended so as to include
skid area within the corporate limits of the City of Fort V~Jorth, Texas, to-wit
BEING 198.25 acres of land situated in the J Wilcox Surrey, Abstract
No. 1743; S.A ~ M.G Railroad Co. Surrey, Abstract No. 1462; J
Jennings Surrey, Abstract No. 873; E. B Dishman S~srrey, Abstract
No. 407; and C Martin Surrey, Abstract No. 1022 in the southern part
of Tarrant County, Texas, and being more particularly described by
metes and bounds as follows
BEGINNING at a point for corner which is the intersection of the
West right-of-way line of Crowley Road (state Farm to Marl~et
I-Iigh~uay No. 731.) and the South right-of way line of I~,isinger Road
(County Road 1078);
'T'HENCE West along and with the South right-of-way line of Risinger
Road (County Road 1078) continuing West and leering. the South
right-of~way line of Risinger Road (County Road 1078) to a point far
corner which is the intersection with the West right-of-tray line of
the G C, ctc S.F Railroad;
TI-IENCE Northerly along and with the West right-of-way line of the
G C & S.F Railroad to a point for corner at its intersection with a
lane 2,500 feet from and parallel to the South right-of-way line of
Sycamore School Road (County Road I`?o. 1059);
T~iENCE Easterly along and with a line 2,500 feet South from and
parallel to the South right-of-txaay Bale of Sycamore school Road
(County Road No. 1059) to a point fc,r corner at its intersection with
the `hest right-of-way line of Crowley Road (State Farm to Market
1-Iighway No. 731);
TF-II;NCE Southerly along and with the 1~9oest right-of-way line of
Crowley Road (State Farm to Market 1-lighway No. 73I) to the point
of beginning and containing 198 35 acres of land, more or less.

SECTION 2
That the above described territory is shown on Exhibit Asap A which is attached hereto
and expressly incorporated herein by reference for the purpose of illustrating and depicting
the locations of the hereinabove described territory
SECTION 3
That the above described territory and the area annexed shall be part of the City of
Fort Worth, Texas, and the property so added hereby shall bear its pro rata part of the taxes
levied by the City of I~'ort Worth, Texas, and the inhabitants thereof shall be entitled to all
of the rights and privileges of all the citizens and shall be bound by the acts, ordinances,
resolutions and regulations of the City of Fort Worth, Texas.
SECTION 4.
That thereafter the city limit line of Fort Worth shall be:
Situated in the 3 Wilcox Survey, Abstract No 1743; S.A & M G
Railroad 'Co Survey, Abstract No. 146?_; 3 3ennings Survey, Abstract
No. 873; E. B. ®ishman Survey, Abstract No. 407; and C Martin
Survey, Abstract No. 1022 in the southern part of Tarrant County,
Texas, and being more particularly described by metes and bounds as
follows
BEGINNING at a point for corner which is the intersection of the
West right-of-w.ay line of Crowley Road (State Farm to Market
Highway No 731) and the South right-of-way line of Risinger Road
(County Road 1078);
THENCE West along and with the South right-of-way line of Risinger
Road (County Road 1078) continuing West and leaving the South
right-of-way line of Risinger Road (County Road 1078) to a point for
corner which is the intersection with the l~/est right-of-way line of
the G C ~ S.F Railroad;
THENCE Northerly along and with the West right-of-way line of the
G C & S.F Railroad approximately 2,900 feet to a point for corner in
the current city limit line which point for corner is an iron pin in the
Southerly fence line of a gravel road;
SECTION S
That this ordinance shall and does amend every prior ordinance in conflict herewith,
but as to all other ordinances or sections of ordinances not in direct conflict, this ordinance
shall be, and the same is hereby made cumulative.

SECTION 6
That it is hereby declared to be the intent of the City Council that the sections,
paragraphs sentences, clauses and phrases of this ordinance are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by
the valid judgment or decree of any court of competent jurisdiction such unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City Council without the
incorporation in this ordinance of any unconstitutional phrase, clause, sentence, paragraph or
section
SECTION 7
That this ordinance shall be in full force and effect from and after the date of its
passage on second reading as provided for in Section 40 of Chapter XXVIII of the Charter of
the City of Fort Worth and it is so ordained

The Fort Worth Water .Department is requesting that the city involuntarily annex
198 35 acres of property located northwest of the intersection of F M Highway
731 and Risinger Road (See attached Exhibit Map "A") A Community Facilities
Contract No 10755 has been executed between the City of Fort Worth and Fox
and Jacobs to provide for construction of an approach sanitary sewer to Meadow
Creek Addition through the annexation area This will provide main service for
a large sction of property in its natural drainage area fronting on the west
side of F M Highway 731, but outside the City limits The City currently has
in place a 24-inch water main main extending down F M Highway 731 to Risinger
Road Therefore with the completion of the Meadow Creek Addition approach
sanitary sewer the area will have major water and sewer mains in place to provid
for development
Tn considering this request a service feasibility and fiscal impact analysis was
prepared utilizing City departmental comments to assist._in determining the suita-
bility of the area for annexation (See attached staff report) Following
receipt of the analysis report the city Plan Commission held a public hearing
on the area recommended for annexation All affected property owners were
notified and appeared before the City Plan Commission on August 29 19`79
The City Plan Commission following the hearing recommended that the above
referenced property be annexed some time after the first of 1980
Plan Commission
The following were major factors consid'.ered by the City Plan Commission in
arriving at their recommendation to the City Council
1 The Development Review Committee recommended ghat the area be annexed
2 The availability of sewer service is anticipated within the required three-
year service period Water and other city services are now available
3 The area°s annexation conforms with City annexation policy by being ready
for development and reflecting a cost benefit to the City of Fort Worth
Recommendation
It is recommended that the City Council accept the recommendation of the City
Plan Commission and initiate proceedings to annex the subject property in accor-
dance with the attached City Council Annexation Timetable pppROVED ~Y
