AMENDMENT NO. 3 TO
SPONSORED RESEARCH AGREEMENT
(UTA Agreement Number 02-143)
(City Secretary Contract Nos. 27878, as previously amended)
This AMENDMENT NO. 3 TO SPONSORED RESEARCH AGREEMENT
("Amendment") is entered into by and between the CITY OF FORT WORTH (the "City" or
"Sponsor"), a home rule municipal corporation organized under the laws of the State of Texas,
and THE UNIVERSITY OF TEXAS AT ARLINGTON ("University"), a State Institution of
Higher Education established under the laws of the State of Texas as a component institution of
The University of Texas System.
The following introductory provisions are true and correct and form the basis of this
Amendment:
A. The City and the University entered into a Sponsored Research Agreement,
effective as of February 17, 2002, under which the University agreed to undertake a Research
Program studying the effects of the relocation of residents in the Ripley Arnold public housing
complex. This document is a public document on file in the City Secretary's Office as City
Secretary Contract ("CSC") No. 27878 is on file with the University as Agreement Number 02-
143.
B. As stated in CSC No. 27878, the Research Program is a five (5)-year study.
However, at the time that document was entered into, the City only had funds sufficient to pay
for the First Year's Research. Once additional funds were secured by the City, it was anticipated
that the parties would execute an amendment or amendments to CSC No. 27878 in order to
stipulate what specific additional work under the Research Program would be paid for by the
City at the time. Consequently, the original term of CSC No. 27878 was only one (1) year.
C. On or about March 14, 2003, the parties executed Amendment No. 1 to CSC No.
27878 in order to extend the term thereunder while the City searched for funding to pay for work
to be undertaken by the University in the second year of the Research Program, the budget for
which is $47,871. This Amendment No. 1 is a public document on file in the City Secretary's
Office as CSC No. 28465.
D. Subsequent to the execution of Amendment No. 1, the City secured $15,000 to
pay for a portion of the work to be undertaken by the University in the second year of the
Research Program, leaving a funding gap for that work of$32,871. On or about July 25, 2003,
the parties executed Amendment No. 2 to CSC No. 27878 so that the University could
commence such work in a timely manner and the term thereunder was further extended. This
Amendment No. 2 is a public document on file in the City Secretary's Office as CSC No. 28935.
CSC Nos. 27878, 28465 and 28935 shall hereinafter be referred to collectively as the
"Agreement".

E. The City has now identified funding sources for the remaining $32,871 budgeted
in the Agreement for the work to be undertaken by the University in the second year of the
Research Program, $20,000 of which is immediately available and $12,871 of which the City
anticipates will be available on June 1, 2004. Consequently, the City and the University desire to
amend the Agreement once again in order to cover all of the work to be undertaken by the
University in the second year of the Research Program and to further extend the term of the
Agreement.
NOW, THEREFORE, for good and valuable consideration, the receipt and adequacy of
which are hereby acknowledged, the City and the University agree as follows:
1. Section 1 (Effective Date) of the Agreement is hereby amended to provide that the
expiration date of the Agreement will be March 7, 2007.
2. Between October 1, 2003 and May 31, 2004, the University will continue to undertake
that work on the Research Program described in Exhibit "B" of the Agreement under the heading
"Y2" (the "Second Year's Research"), and the City will pay University for such work in an
amount not to exceed $35,000, which amount includes the $15,000 previously addressed in
Amendment No. 2. It is anticipated that on June 1, 2004 the remaining $12,871 of the $47,871
budgeted in the Agreement for the Second Year's Research will be legally available to the City
for payment to the University for the then-remaining work to be undertaken by the University as
part of the Second Year's Research. However, once the City has paid the University $35,000 for
its completing a commensurate portion of the Second Year's Research, the University will not be
obligated to undertake any remaining work under the Second Year's Research and the City will
not be obligated to pay for any additional work under the Second Year's Research until the
University has received written notice from the City Manager or an Assistant City Manager that
the remaining $12,871 is available to the City at that time and that the University may proceed to
complete the Second Year's Research.
3. All terms and conditions of the Agreement not specifically amended herein shall remain
in full force and effect.
4. All terms in this Amendment that are capitalized but not defined shall have the meanings
assigned to them in the Agreement.
5. This Amendment contains the final written expression of the City and the University with
respect to the subject matter hereof. This Amendment shall be effective upon execution by both
the City and the University and may be executed in multiples.

THE UNIVERSITY OF TEXAS AT ARLINGTON FOR THE 5-YEAR RIPLEY ARNOLD
RELOCATION STUDY
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute Amendment No. 3 to the Sponsored Research Agreement
(City Secretary No. 27878) with the University of Texas at Arlington (UTA) in order to fund year 2 of
the Ripley Arnold Relocation Study in an amount not to exceed $32,871; and
2. Authorize the City Manager to extend the Agreement with UTA for the remaining years of the study
until March 7, 2007, contingent on the identification of additional funding sources.
DISCUSSION:
On October 16, 2001 (M&C C-18789), the City Council authorized execution of an agreement (City
Secretary Contract No. 27249) with the Fort Worth Housing Authority (Housing Authority) and the
Ripley Arnold Residents' Association regarding resident relocation. Under that agreement, the City was
required to coordinate with the Housing Authority to conduct a 5-year study under the oversight of UTA,
or another education institution.
Under the agreement, the City committed to fund the study in an amount not to exceed $100,000.
However, the total cost for a 5-year study as outlined in the proposal submitted by UTA is
approximately $300,000, leaving a $200,000 funding gap for the study.
On March 26, 2002, (M&C C-19028), the City Council authorized execution of a Sponsored Research
Agreement with UTA for year 1 of the study. In February 2003, Amendment No. 1 was entered into
extending the expiration date of the agreement from February 16, 2003, to March 31, 2003, to allow the
parties to identify additional sources of funding.
The budget for year 2 of the study is $47,871. A second amendment (No. 2) was entered into
extending the expiration date of the agreement until August 31, 2003 , and funded $15,000 for year 2
costs from Year 2003-2004 Community Development Block Grant (CDBG) administrative funds to allow
the study to continue without interruption.
The proposed amendment (No. 3) authorizes funding for the remainder of year 2 costs, $32,871, and
would extend the expiration date of the agreement to March 7, 2007. In order to continue the study
without any disruption, staff recommends an extension to the agreement with UTA for the remaining
four years of the study, contingent on the identification of additional funding sources.
Upon approval from the City Council, CDBG funds totaling $15,000 will be available in June 1, 2004,
and $20,000 is proposed to be available in the FY 2003-04 General Fund budget.

RELOCATION STUDY
UTA and the City have been working jointly to identify possible alternative sources of funding to close
the $200,000 gap. Funding has been sought from local foundations, however, no commitments have
been secured at this time. A local foundation is considering a request to fund the majority of year 3 of
the study.
Findings from year 1 of the study have been published by UTA in The Ramona Utti Report and The
Eulice Butler Report. These reports have been provided to the City Council for review.
The City Council Housing and Workforce Development Committee voted to recommend approval of this
Mayor and Council Communication at its meeting of July 15, 2003.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current operating budget of the Grants
Fund in the amount of$15,000.
The remaining funds for year 2 are proposed to be appropriated from the FY 2003 - 2004 General Fund
Budget up to $20,000 and such appropriation will be a prerequisite for continuation of the Sponsored
Research Agreement with UTA.
