Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:04 p.m. on Tuesday, December 6, 2016, in City Council Conference Room 290 of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas. L Report of the City Manager - David Cooke, City Manager a. Changes to the City Council Agenda The resolution appointing certain members to the Board of Directors of Tax Increment Reinvestment Zone, Number Three (Downtown TIF), was amended to reflect the appointment of Ann Zadeh as the Chairperson for the Board instead of Zim Zimmerman. The City Secretary"s Office would make a correction to M&C-18896 to reflect the term of the reinvestment zone should be 5 years rather than 10. b. Upcoming and Recent Events There were no upcoming or recent events. C. Organizational Updates and Employee Recognition(s) There were no organizational updates or employee recognition(s). IR 9969: Proposed Enhanced Community Facilities Agreement with Hunt Southwest — Mercantile, LLC, for the Construction of a 655,000 Square Foot Facility and Improvements to North Sylvania Avenue 2. Current Ap-enda Items - City Council Members Mayor Price stated that M&C P-11976 pertained to the purchase of Carbine rifles for the SWAT Unit of the Police Department and asked Police Officer Eric Mekosch to summarize the need and use of the rifles. Officer Mekosch advised that the 30 rifles would replace earlier versions that were past round count and that had experienced multiple malfunctions. He explained the features of the new rifles and added that they were more reliable and accurate and upgrades in technology. Council Member Moon asked Mr. Aaron Bovos, Chief Financial Officer, to highlight M&C P- 11972 regarding the investment advisory fee moving away from the prior vendor and the value of going with the new vendor. Mr. Bovos summarized the agreement with Public Trust Advisors, LLC, to manage the City's investment portfolio at 2.5 basis points which was very low compared to 17 points on OPEB Trust and more than 20 points on the Gas Well Trust. He added that the goal was to bring a professional investment consultant on board, pay them a very reasonable fee and work with them to improve the way that portfolio was managed and attain a goal around 3 to 3.5 percent on the long-term piece of that portfolio. Mayor stated that she had a couple of questions on M&C G-18892 pertaining to the building codes and advised that she had several calls and texts regarding storm shelters particularly in schools. It was her understanding that it was not mandatory but recommended in international building codes and asked Ms. Allison Gray, Planning and Development Department, to clarify the provision on storm shelters for school facilities and storm facilities for first responders. Ms. Gray stated that the provision for storm shelters was based on a recommendation from FEMA who sends mitigation assessment teams after an incident to perform forensic engineering to prevent building failures. She outlined the process of the assessment, provided a history of tornadoes in Tarrant and Dallas Counties and advised of the ICC Standard requirement for storm shelters. She added that staff met with the school districts in July and August 2016 and they asked that the City delay the effective date of the storm shelter provision until April 1, 2017. She further stated that schools submitting plans for permitting prior to April 1, 2017, would not be required to have a storm shelter, only those schools submitting plans after April 1, 2017. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION DECEMBER 6,2016 Page 3 of 5 Council Members expressed concern of the April 1, 2017, effective date and stated that more information was needed. Ms. Gray requested the Council adopt the codes but delay the effective date for the storm shelters. Mr. Randle Harwood, Planning and Development Department Director, recommended that the Council adopt the various codes and suggested the storm shelter provision effective date be delayed until June 1, 2017. Council Member Shingleton advised he would continue Zoning Docket ZC-16-185 for 90 days and ZC-16-196 for 60 days. Council Member Bivens advised she would continue Zoning Docket ZC-16-173 for 60 days. 3. Responses to Items Continued from a Previous Week a. ZC-16-107 - (COUNCIL DISTRICTS 8 - Kelly Allen Gray and 9 - Ann Zadeh) - City of Fort Worth Planning & Development Department, Etal, Map Amendment: Generally bounded by Forest Park Boulevard, Northside Drive, Interstate Highway 35, and the T & P Railroad Track to Interstate Highway 30; from: Multiple zoning districts to: Expand and Revise Downtown Urban Design District Overlay (Recommended for Approval by the Zoning Commission) (Continued from September 13,2016 by Council Member Allen Gray) Council Member Zadeh stated this was ready to move forward. a. ZC-16-157 - (COUNCIL DISTRICT 8 - Kelly Allen Gray) - Tony Cervantes and Marie Chairez, 2210 E. Vickery; From: "A-5" One-Family To: "C" Medium Density Multifamily (Recommended for Approval by the Zoning Commission) (Continued from October 11, 2016 by Council Member Allen Gray) Council Member Allen Gray stated that this would be continued until January 24, 2017. 4. Overview of Significant Zoning Cases -Dana Bumhdoff, Planning and Development 5. Council Proposal No. 309 - Waiver of Permit Fees for Replacement of Segments of the Chapel Creek Wall - Council Member Zim Zimmerman and Council Member Sal Espino Council Member Zimmerman advised that he would make a motion to suspend the rules and request approval of the Council Proposal. Briefing on Multipurpose Arena Contracts - Susan Alanis, City Manager's Office Council Member Allen Gray commended efforts to ensure there was an MBE piece related to the construction of the arena and added that she would like to see that much effort into making sure that there was a diverse group of people that would receive contracts who would be work in the arena. 7. Briefing on Customer Relationship Management Software - Lynda Johnson, Performance and Budget Ms. Johnson presented an overview of the new software and advised that Council Members' staff would have access to the new system during Phase II. 8. Briefing on Open Data and One Address -Kevin Gunn, IT Solutions Council Member Bivens advised that she had seen a presentation of Virtual Fence software when she visited the Fort Worth Star-Telegram and said she thought it would be beneficial for the City to use. She stated that she would provide Mr. Gunn with the point of contact at the Star- Telegram. Council Member Espino recommended that the City look into the possibility of including this type of technology in the Capital Plan. 9. Presentation on a Proposed Tax Abatement Agreement with Pure Renewables, LLC for the Development of a New Manufacturing Facility to be located at 1400 Intermodal Parkway - Brenda Hicks-Sorensen, Economic Development There were no questions on this presentation. 10. City Council Requests for Future Agenda Items and/or Reports Council Member Jordan requested that staff provide a briefing to Council on setting speed limits in residential areas. Mayor Pro tem Shingleton requested staff schedule briefings with the various Chambers of Commerce to provide an update and overview of the economic opportunities and successes they experienced in 2016. Mayor Price requested that the Council meeting be closed this evening in honor of former Council Member John Stevenson and Mr. David Mack Henderson.
