HomeMy WebLinkAboutOrdinance 22510-12-2016 ORDINANCE NO.22510-12-2016 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING STATE FUND IN THE AMOUNT OF $30,000.00 SUBJECT TO RECEIPT OF THE GRANT FROM TARRANT COUNTY FOR THE PURPOSE OF ASSISTING IN THE OPERATION OF THE FAR NORTHWEST COMMUNITY ACTION PARTNERS CENTER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Operating State Fund in the amount of$30,000.00 subject to receipt of the grant from Tarrant County, for the purpose of assisting in the operation of the Far Northwest Community Action Partners Center. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of funds and execution of an Agreement with Tarrant County for Fiscal Year 2017 in the amount of$30,000.00 for the operation of the Far Northwest Community Action Partners Center and the Southeast Community Action Partners Center; 2. Authorize the execution of a one-year Lease Agreement with Mary Hartman for the Far Northwest Community Action Partners Center in the amount of$11,700.00, with the lease term beginning on October 1, 2016 and ending on September 30, 2017; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund in the amount of$30,000.00, subject to execution of the Grant Agreement and receipt of the grant funds. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to accept funds from Tarrant County to assist in the operation of the Far Northwest Community Action Partners Center(Far Northwest CAPC) located at 920 Roberts Cut Off Road in River Oaks and the Southeast Community Action Partners Center (Southeast CAPC) (collectively known as Centers) located at 1601 East Lamar Boulevard in Arlington and enter into a Lease Agreement for the use of the Far Northwest CAPC. The City of Fort Worth has contracted with the Texas Department of Housing and Community Affairs to serve as the Community Action Agency for Tarrant County under the name of Community Action Partners (CAP). CAP provides services to low-income residents on a county-wide basis, including case management, information and referral services, client intake and assessment, emergency assistance and other social services. On October 28, 2014, (M&C C-27063) the City Council approved an amendment to extend City Secretary Contract No. 39359 for an additional five years with Andrew-Dillingham, Ltd., for the operation of the Southeast CAPC. The lease amount is $2,463.83 per month or$29,565.96 for the year, which includes utilities. Logname: 19TARRANT2017 Page 1 of 2 The City has also entered into an annual Lease Agreement (CSC No.47399 ) with Mary Hartman for the use of the Far Northwest CAPC. Staff recommends continuation of this lease for an additional year, with a lease term to begin on October 1, 2016 and end on September 30, 2017. The total base rent for this facility is $11,700.00, which will be paid in monthly rental installments of$975.00, excluding utilities. Annually, Tarrant County provides funding for the operation of the Centers. Since 2009, Tarrant County has awarded $30,000.00 annually to the City of Fort Worth and Staff anticipates the same amount or more for the next several years. Additional funding is provided by the Community Services Block Grant, therefore, all expenses are completely covered by grant funds, including electricity, telephone services, natural gas, water and wastewater and minor repairs. This program serves ALL COUNCIL DISTRICTS. This contract will be with a governmental entity, state agency or public institution of higher education: Tarrant County. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds for operation will be available in the current operating budget, as appropriated, of the Grants Fund. The department shall be responsible for identifying funding sources to cover expenses incurred in the event the grant funds are not received. This is an advance grant.
