HomeMy WebLinkAboutOrdinance 22513-12-2016 ORDINANCE NO.22513-12-2016 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND, IN THE AMOUNT OF $935,000.00, FOR THE COOPERATING TECHNICAL PARTNERS PROGRAM TO MANAGE FLOOD PLAIN BOUNDARIES DURING THE FISCAL YEAR 2016-2017; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the amount of$935,000.00, in the Grants Fund, for the cooperating technical partners program to manage flood plain boundaries. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a grant from the Federal Emergency Management Agency in the amount of $700,000.00 for the Cooperating Technical Partners Program to manage floodplain boundaries; 2. Authorize the execution of a contract with the Federal Emergency Management Agency for the Cooperating Technical Partners Program to manage flood plain boundaries for the period October 1, 2016 through September 30, 2019, upon receipt of the grant; 3. Authorize the transfer of$235,000.00 from the Stormwater Capital Projects Fund to the Grants Fund as a cash match for the grant; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of$935,000.00, upon receipt of the grant. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to recommend authorization to accept grant funds from the Federal Emergency Management Agency (FEMA) for the Cooperating Technical Partners (CTP) Program to produce Flood Insurance Rate Maps (FIRMs) and other flood hazard information. The purpose of the CTP Program is to provide an innovative approach between FEMA and local communities that have the capability to become active participants in the FEMA Flood Hazard Mapping Program. Communities that participate in the CTP Program collaborate directly with FEMA in maintaining up-to-date flood hazard maps and flood hazard information. The overall outcome of this effort will be timely development of accurate floodplain maps leading to savings in the flood insurance premiums to many Fort Worth residents as well as facilitating new development of areas previously encumbered by a floodplain designation. FEMA has notified the City of Fort Worth that funds are available for the CTP Program under Award No. EMT-2016-CA-00040-S01. The Stormwater Management Division of the Transportation and Public Works Department will administer the CTP Program and has included $235,000.00 in its Fiscal Year 2017 Budget for grant matching funds. This contract will be with a governmental entity, state agency or public institution of higher education: FEMA.
