ATV ORDINANCE APPROVING RESOLUTION iQO 80-129
OF THE DALLAS-FORT WORTH REGIONAL AIRPORT
BOARD WHICH AMENDS RESOLUTION NO 71-172
(KNOWN ATQD ADOPTED AS THE CODE OF RULES AND
REGULATIOiVS OF THE DALLAS-FORT WORTH REGIOTAL
AIRPORT BOARD) PROVIDING FOR THE AMENDMENT
OF CHAPTER TWO OF THE CODE BY ADllING "SECTION
9" THERETO ENTITLED TAXICAB OPERATIONS"
DEFINING TERMS REGULATING THE OPERATIONS OF
TAXICABS FOR HIRE ON THE AIRPORT REGULATING
AND RESTRICTING THE ISSUANCE OF TAXICAB
FARES PROVIDING FOR ITVSPECTION OF TAXICAB
VEHICLES AND ACCESSORY EQUIPMENT PROVIDING
FOR ENFORCEMENT OF THIS ORDINANCE PROVIDING
THAT THIS ORDINANCE WILL BE CUMULATIVE PRO-
VIDING A SEVERABILITY CLAUSE PROVIDITG A
PENALTY PROVIDING FOR PUBLICATION AND PRO-
VIDING AiQ EFFECTIVE DATE
WHEREAS Section 8 F of the 1968 Contract and Agreement
between the City of Dallas Texas and the City of Fort Worth
Texas provides that the Dallas-Fort Worth Regional Airport shall
have the power by a duly adopted order to adopt and enforce
rules and regulations for the orderly safe efficient and sanitary
operation of the Airport and to prescribe as a penalty a fine not
to exceed Two Hundred Dollars ($200 00) for the breach of any rule
or regulation and
WHEREAS Article 46d-14 Revised Civil Statutes of Texas
and Section 8 F of the Contract and Agreement provide that such
orders by said Airport Board shall become effective only upon ap-
proval of the governing bodies of the Cities of Dallas and Fort
Worth and publication as therein provided and
WHEREAS pursuant to the foregoing the Dallas-Fort Worth
Regional Airport Board on October 5 1971 passed approved and
ordered Resolution No 71-172 which adopts the Code of Rules and
Regulations of the Dallas-Fort Worth Regional Airport Board and
thereby defines certain terms regulates traffic and travel within
the .Dallas-Fort Worth Regional Airport prohibits or otherwise
regulates certain personal conduct relating to restricted areas
animals soliciting signs destruction of property throwing of
objects litter refusal to pay for services weapons and explo-
sives fire fighting equipment kites organizations impersonating
an officer camping swimming or picnicking and photograpkiy, prQ-
ductions and polls establishes certain procedures for the
adoption of additional rules regulations and orders and the
issuance of parking and traffic citations provides for a fine not
to exceed Two Hundred Dollars ($200 00) for any violation thereof,
provides a severability clause and provides an effective date
and
WHEREAS in accordance with Section 3 of Chapter Five of
the Code of Rules and Regulations of the Dallas-Fort Worth
Regional Airport Board the Airport Board has requested that the
City Councils of the Cities of Dallas and Fort Worth approve its
said Resolution IVo 80-129 in order that it may become effective
as stated by law and in said Code
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH TEXAS
SECTION 1
That all of the declarations and findings contained in
the preambles of this Ordinance are made a part hereof and shall
be fully effective as a part of the ordained subject matter of
this Ordinance
SECTION 2
That Resolution No 80-129 of the Dallas-Fort Worth
Regional Airport Board a duly certified copy of which is attached
hereto and made a part of this Ordinance by reference is hereby
approved
SECTION 3
That this Ordinance shall be cumulative of all provi-
sions of ordinances and of the Code of the City of Fort Worth
Texas (1964) as amended except where the provisions of this
Ordinance are in direct conflict with the provisions of such ordi-
nances and such Code in which event conflicting provisions of
such ordinances and such Code are hereby repealed

SECTION 4
That any person firm or corporation who violates, ds-
obeys omits neglects or refuses to comply with. or wlzo resists
the enforcement of any of the provisions of this Ordinance shall
be fined not more than Two Hundred and No/100 Dollars ($200 00)
for each offense Each day that a violation is permitted to exist
shall constitute a separate offense
SECTION 5
That the sections paragraphs sentences, clauses and
phrases of this Ordinance, the attached Resolution No 80-129 and
the attached taxicab regulations are severable and if any phrase,
clause sentence, paragraph or section therein sha1T be declared
unconstitutional by the valid judgment or decree of any court of
competent jurisdiction such. unconstitutionality shall not affect
any of the remaining phrases, clauses sentences, paragraphs and
sections of this Ordinance Resolution No 80-129 or the taxicab
regulations, since the same would have been enacted without the
incorporation therein of any such unconstitutional phrase clause
sentence paragraph.. or section
SECTION 6
That the City Secretary of the City of Fort Worth Texas,
is hereby directed to publish the caption and penalty clause and
effective date of the Ordinance for five (5) days in the official
newspaper of the City of Fort Worth Texas, as authorized by the
TEX REV CIV STATS art 1176b-1 After publication of a substan-
tive statement relative to the contents of such Board Resolution
No 80-129 of the Dallas Fort Worth Regional Airport Board and
stating that the full text of said Resolution No 80-129 and any
attachments thereto are on file in the principal office of the
Board where same may be read by any interested party, the same
Resolution No 80-129 shall thereafter have the same force and
effect within the boundaries of the Dallas-Fort tiJorth Regional
Airport as an ordinance by the City Council of the C~,ty o,f Fo~~rt Worth
would have in the City of Fort Worth and said penalty shall be

enforced in the same manner in which penalties prescribed by other
ordinances of the City of Fort Worth are enforced
SECTION 7
That this ordinance shall be in full force and effect
from and after the date of passage and publication as required by
law
