AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE FUTURE IMPROVEMENTS PROJECTS OF THE
SPECIAL ASSESSMENTS FUND IN THE AMOUNT OF $125,000 FROM PRIOR
DEVELOPER CONTRIBUTIONS FOR THE PURPOSE OF TRANSFERRING
SAID FUNDS TO THE NEW DEVELOPMENT FUND; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Future Improvements Projects of the Special Assessments Fund in the
amount of $125,000 from prior developer contributions for the purpose of transferring said funds to
the New Development Fund.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Participation not to Exceed $125,000.00 for Engineering Design for Street Improvements on
McAlister Road from Its Intersection with the Southbound Frontage Road of Interstate 35W then
West Appraximately 1,466 Feet to the Improved Roadway 100 Feet West of the Union Pacific
Railroad and Adopt Appropriation Ordinances
RECOMMENDATION:
It is recommended that the City Council;
1. Authorize the City Manager to execute an Interlocal Agreement with the City of Burleson with Fort Worth
participation not to exceed $125,000.00 for engineering design of street improvements on McAlister Road
from its intersection with the southbound frontage road of Interstate 35W then west approximately 1,466
feet to the improved roadway 100 feet west of the Union Pacific Railroad;
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Future Improvements Project of the Special Assessments Fund in the amount of $125,000.00 from prior
developer contributions;
3. Authorize the transfer of $125,000.00 from the Special Assessments Fund to the New Development
Fund; and
4. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
New Development Fund in the amount of $125,000.00 from developer contributions.
DISCUSSION:
McAlister Road is currently atwo-lane roadway controlled by stop signs at the southbound Interstate
Highway 35W frontage road. Due to the rapid increase in daily traffic, traveling through this section is
difficult during peak traffic conditions. Burleson and, to a lesser degree, Fort Worth have received numerous
complaints about the poor condition of this section of McAlister Road.
The City of Fort Worth has collected a portion of the needed funds to reconstruct McAlister Road through
Community Facilities Agreements (CFA's), but additional funding will ultimately be required. Following
recent staff discussions between Fort Worth and Burleson, Burleson has offered to contribute $240,000
towards improving McAlister Road by initiating design/engineering and providing any remaining balance to
Fort Worth for construction so long as work on the project is underway by December 31, 2008. Burleson
has estimated that engineering design will cost $125,000, so it is expected that Burleson will provide the
remaining balance ($115,000) towards actual construction once Fort Worth bids the construction
project. Once design/engineering is complete and a firm project cost is known, the Transportation and
Public Works Department (TPW) will work to identify the remaining funds needed to construct the road as it

will be responsible for the additional cost above Burleson's $240,000.
If Fort Worth and Burleson agree to proceed with the project, Fort Worth will subsequently manage the
construction contract. However, if the project is determined not feasible or Fort Worth decides not to
proceed, Fort Worth will reimburse Burleson for the engineering design in an estimated amount not to
exceed $125,000.
TPW will be responsible for the collection of funds from the City of Burleson.
This street segment is located in COUNCIL DISTRICT 6.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current capital budget as appropriated, of
the New Development Fund.
