HomeMy WebLinkAboutOrdinance 22530-12-2016 ORDINANCE NO. 22530-12-2016 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL CAPITAL PROJECT FUND, THE STREET IMPROVEMENT 2008 FUND, AND THE STREET IMPROVEMENT SUPPLEMENTAL FUND BY A TOTAL AMOUNT OF $6,521,991.45 FOR IDENTIFIED PROJECTS AND REDUCING RECEIPTS AND APPROPRIATIONS IN THE LAKESHORE DRIVE PROJECT OF THOSE FUNDS BY A CORRESPONDING AMOUNT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016- 2017 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Capital Project Fund, the Street Improvement 2008 Fund, and the Street Improvement Supplemental Fund totaling $6,521,991.45, allocated in the following projects and amounts: FUND PROJECT AMOUNT General Capital Project Fund _Cavile/Stop Six Roadway Redevelopment $2,182,991.00 Street Improvement Supplemental Handley Drive $1,117,009.00 Fund Street Improvements 2008 Fund Handley Drive $821,991.45 Street Improvement Supplemental ate Drive $700,000.00 Fund Street Improvement Supplemental Campbell Street $685,000.00 Fund Street Improvement Supplemental Andrew Avenue $360,000.00 Fund Street Improvement Supplemental Elgin Street $335,000.00 Fund Street Improvement Supplemental Grayson Street $170,000.00 Fund Street Improvement Supplemental Casa Loma $50,000.00 Fund Street Improvement Supplemental Liberty Street $100,000.00 Fund and decreased receipts and appropriations in the Lakeshore Drive project of the General Capital Project Fund by $2,182,991.00, of the Street Improvement 2008 Fund by $821,991.45, and in the Ordinance No.22530-12-2016 Pagel of 2 Street Improvement Supplemental Fund by $ 3,517,009.00 to reflect cancellation of that project and reallocation of the funds. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Kaye ity r ADOPTED AND EFFECTIVE: December 13, 2016 Ordinance No. 22530-12-2016 Page 2 of 2 City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION: Approved on 12/13/2016 - Ordinance No. 22530-12-2016 DATE: Tuesday, December 13, 2016 REFERENCE NO.: **G-18904 LOG NAME: 20DISBURSEMENT OF LAKESHORE DRIVE FUNDING SUBJECT: Adopt Ordinance Increasing Receipts and Appropriations in Various Projects and Funds by $6,521,991.45 Using Bond Proceeds Associated with the Previously Cancelled Lakeshore Drive Project (COUNCIL DISTRICT 5) RECOMMENDATION: It is recommended that the City Council adopt the attached ordinance increasing estimated receipts and appropriations by a total amount of$6,521,991.45 in the General Capital Project Fund, the Street Improvement 2008 Fund and the Street Improvement Supplemental Fund for the following projects: Cavile/Stop Six Roadway Redevelopment, Handley Drive, Pate Drive, Campbell Street, Andrew Avenue, Elgin Street, Grayson Street, Casa Loma and Liberty Street and reducing receipts and appropriations in those funds for the previously cancelled Lakeshore Drive Project. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to reallocate funding from the previously cancelled Lakeshore Drive project to other eligible capital improvement projects that are also located in Council District 5. On May 17, 2016, the City Council found that materially changed conditions made the Lakeshore Drive project proposed in the 2008 Bond Program no longer necessary and cancelled that project(M&C G- 18738). Working with the Councilmember for Council District 5, where the cancelled project would have been located, staff identified other eligible capital street and road improvement projects that the remaining funds in the Lakeshore Drive Project could be spent on. The proposed projects are: Cavile/Stop Six Roadway Redevelopment $2,182,991.00 Handley Dr(Lancaster to Meadowbrook) $1,939,00_0.45 Pate Drive(Coleman to Berry) $ 700,000.00 Campbell St(Ave J to Crenshaw) $ 685,000.00 ndrew Ave(Kutman to Englin) $ 360,000.00 Elgin_St(Dillard to Stalcup) $ 335,000.00 (Grayson St(S Carvens to Casa Loma) ( —$ 170,000.00 Casa Loma(N Terminus to S Terminus) 1—$ 50,000.00 Liberty Street I $ 100,000.00 Adoption of the attached ordinance will decrease the remaining appropriations in the Lakeshore Drive Project in various funds and increase appropriations in the projects and amounts outlined above using reallocated funds from the cancelled project.
