Conduct a public hearing under the guidelines set forth by the Texas Parks and Wildlife Code, Chapter 26, Protection of Public Parks and Recreational Lands; and 2. Close the public hearing and authorize the City Manager to approve the following property for subsurface drilling and the extraction of natural gas from an off site location: . Worth Heights Community Center-3551 New York Avenue, Mapsco 91 B, located south of Echo Lake Drive North, west of Cole Street and east of New York Avenue in COUNCIL DISTRICT 9. DISCUSSION: In accordance with the Texas Parks and Wildlife Code, Chapter 26, the City of Fort Worth seeks to use the subsurface area of Worth Heights Community Center for the purpose of drilling and extraction of natural gas from an off site location. This process only proposes the use of the subsurface and no surface of the park will be disturbed. Attached is a map of the property. In accordance with State law, the public notice was advertised in the Fort Worth Star-Telegram on August 25, 2009, September 1, 2009, and September 8, 2009. An exhibit map was available for public review for 30 days at the Parks and Community Services Department(PACSD) administrative offices located at 4200 South Freeway, Suite 2200. A letter announcing the proposed use was sent to the president of the Brentmoor Neighborhood Association and Carter Park Neighborhood Association on August 26, 2009. Signage was posted at the site noting the proposal and provided instructions for directing comments to the Parks and Community Services Department. Staff will note public comment received during the Public Hearing, Report of City Staff. Worth Heights Community Center is located in COUNCIL DISTRICT 9.
