HomeMy WebLinkAboutOrdinance 22550-12-2016 ORDINANCE NO.22550-12-2016 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF $300,000.00 IN THE WATER CAPITAL PROJECTS FUND, FOR THE PURPOSE OF FUNDING THE VILLAGE CREEK SANITARY SEWER REHABILITATION IMPROVEMENT PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the amount of$300,000.00 in the Water Capital Projects Fund, for the purpose of funding the Village Creek Sanitary Sewer Rehabilitation Improvement Project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Projects Fund in the amount of$300,000.00 from available funds; and 2. Authorize execution of an Engineering Agreement with Shield Engineering Group, PLLC in the amount of$300,000.00 for Village Creek Sanitary Sewer Rehabilitation with an option to renew up to two additional terms, (City Project No. 100275). DISCUSSION: This Mayor and Council Communication is to authorize the preparation of plans and specifications for replacements on Martin Street and Lake Arlington Road and various deteriorated sanitary sewer mains for Village Creek Sanitary Sewer Rehabilitation located on the following streets, alleys and easements and other locations within the Village Creek Drainage Basin as needed: Street F From r To Penland Street �E.11 st Street Conway Street Conway Street 300 feet east of Penland Street Penland Street Sun Valley Drive Marie Jones Road East Loop 820 South Durothy Road Mosson Road Sun Valley Drive Easement IEastland Street IlBaylor Street FS —Cravens Road IDowdell Road Wilkes Drive Burton Avenue Stalcup Road Carverly Avenue S Cravens Road Hart Street Fort Worth Avenue Carverly Avenue Burton Avenue IRichardson Street [Easement crossing East Turner Street East Loop 820 South Northbound Logname: 60VCSSRE-HAB-SHIELD Pagel of 3 Loop 820 south lFrontage Road Shield Engineering Group, PLLC proposes to perform the necessary design services for a lump sum fee of$300,000.00. Staff considers this proposed fee to be fair and reasonable for the scope of services proposed. In addition to the contract cost, $90,000.00 is required for project management, real property acquisition, utility coordination and material testing. This project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. This Agreement may be renewed up to two additional terms at the City's option. Engineering for the Village Creek Sanitary Sewer Rehabilitation improvement project is one component of the overall project that includes project management, easement, acquisition, utility coordination, material testing, inspection, construction and contingencies. The overall project budget is $3,597,608.00. This project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. Design is expected to start in September 2016 and be completed by March 2019. Construction is anticipated to commence in August 2018 and be completed by December 2020. This project will have no impact on the Water Department's operating budget when completed. M/ BE OFFICE - Shield Engineering Group, PLLC is in compliance with City's BDE Ordinance by committing to six percent SBE participation. The City's SBE goal on this project is six percent. Additionally, Shield Engineering Group, PLLC is certified M/WBE firm. The project is located in COUNCIL DISTRICTS 5 and 8, Mapsco 90J, 90Q and 90S. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance funds will be available in the current capital budget, as appropriated, of the Water Capital Projects Fund. The Fiscal Year 2017 Water and Sewer Operating Budget includes appropriations of$31,636,073.00 for the purpose of providing Pay-As-You-Go funding for Sewer Capital Projects. After this transfer for Fiscal Year 2017, the balance will be $25,883,728.00.
