This Renewal is entered into by and between the City of Fort Worth (hereafter "City"),
a home rule municipal corporation organized under the laws of the State of Texas, with its
principal place of business at 1000 Throckmorton Street, Fort Worth, Texas, and Goodwill
Industries of Fort Worth, Inc. (hereafter"Contractor").
WHEREAS, the parties have previously entered into City of Fort Worth City Secretary
Contract No. 44362 the "Contract"), which was executed on April 10, 2013; and
WHEREAS, the amended term of the Contract Fee Schedule was a not-to-exceed
amount of$49,500; and
WHEREAS, the City and Contractor wish to increase the Fee Schedule not-to-exceed
amount by $49,750.
NOW, THEREFORE, City and Contractor acting herein by the through their duly
authorized representatives, agree to amend Contract No. 44362 as follows:
1.
Effective immediately upon execution of this Amendment, Attachment B of Amendment
No. 1 is deleted in its entirety and replaced by the new Fee Schedule attached hereto as
Attachment A. The not-to exceed amount of the contract is $99,250 for the contract term, subject
to appropriation of funds by the City Council.
2.
All other provisions of the Contract which are not expressly amended herein shall remain
in full force and effect.

Authorize Execution of a Contract Amendment with Goodwill Industries of Fort Worth, Inc. for Operating an
Attended Donation Center and Processing Electronic Waste at the City's Drop Off Stations (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize a Contract with Goodwill Industries of Fort Worth, Inc. to
provide operations of the Attended Donation Center and processing electronic waste services for the
Code Compliance Department for a period of up to four months from December 9, 2016 to April 9, 2017.
DISCUSSION:
In March of 2005, the City and Goodwill entered into a pilot partnership Agreement for the collection,
reuse, recycling, and disposal services of electronic wastes (excluding televisions) at no cost to the City.
The original term was for one year plus two one-year renewal option periods. In July 2007, an amendment
was made to this agreement to test the feasibility of including computer monitors and televisions at no
cost. Due to the decline of the electronic recycling markets and increasing processing and disposal costs
of electronic waste (including monitors and televisions), the test concluded that there was an excessive
cost to Goodwill for continuing to accept the electronic waste stream. However, Goodwill and the City
desire to continue this partnership Agreement under the same terms of the previous Agreement, with the
exception that Goodwill will operate an Attended Donation Center (ADC) to divert additional bulk waste
materials from disposal and charge the City a processing fee for used televisions and monitors to cover
their cost to manage waste televisions/monitors. The modified ADC and Electronic Waste Program was
one of the 20 Year Comprehensive Solid Waste Management Plan action items to be advanced for
increased diversion rates and safe environmental practices. Upon approval, a joint marketing and
promotional campaign will begin to help city wide awareness and increase the volumes and materials that
will be diverted from the City's Southeast Landfill and extend the site's capacity.
On June 21, 2016, the City and Goodwill Industries of Fort Worth, Inc. amended the contract to provide
the operations of the ADC and processing electronic waste to the residents of Fort Worth at an estimated
amount of$49,500.00 to cover fees through April 2017. The number of computer monitors and televisions
processed has exceeded the initial expectations and an additional $49,750.00 is needed to fund the
program until the end of the current contract term or until the award of a contract through a formal Request
for Proposal (RFP). Currently, the Code Compliance and Purchasing Departments are preparing to
release an RFP in the coming weeks to award a three-year contract for these services.
The RFP services to be included are:
1. The staffing of four ADC locations (one at each City Drop Off Station facilities) throughout Fort Worth for
the collection of acceptable, reusable donation-based materials and electronic waste (e-waste) dropped
off by residents of the City;

2. Supplying enclosed containers to the City for use at the City Drop Off Stations to temporarily store
donation-based materials and a-waste items dropped off by residents of the City; and
3. The assessment, sorting and distribution of a-waste items as (a) useable parts; (b) items to be
refurbished; (c) items to be recycled; and (d) other appropriate disposition.
All reusable donation-based materials and a-waste items will be refurbished and offered for sale in one of
Goodwill's resale facilities. All e-waste recycled or disposed of will be handled in an environmentally
correct and safe manner.
This Agreement will allow the City to have a year round donation-based and e-waste program at all four
City Drop Off Stations. It will also enable many reusable and a-waste items to be returned to usable
condition and re-sold in the community.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget of the Solid
Waste Fund and that prior to an expense being incurred, the Code Compliance Department has the
responsibility to validate the availability of funds.
