This Agreement is made between the City of Fort Worth, a municipal corporation,
acting herein by and through Joe Paniagua, its duly authorized Assistant City Manager,
and the Safe City Commission, a legally constituted 501(c)(3) non-profit organization
(hereinafter referred to as SCC) acting by and through Mr. Joel Glenn, its duly elected
President.
WHEREAS, the City of Fort Worth ("City") and the Safe City Commission
entered into an Agreement identified as City Secretary Contract No. 31847; and
WHEREAS, it is the mutual desire of the parties to said City Secretary Contract
No. 31847, that "City" increase their payment to SCC by 538,000 for their Crime
Stoppers Tip Fund; and
WHEREAS, the "City" has received funds through the Fort Worth general
revenue fund to support the increase payment of this contract;
NOW THEREFORE, KNOW ALL BY THESE PRESENTS:
1.
City Secretary Contract No. 31847, currently on file in the office of the City
Secretary of the City of Fort Worth, is hereby amended to increase the payment to Safe
City Commission by an amount totaling 538,000.
2.
City agrees to pay an amount not to exceed 538,000 in support of the SCC Crime
Stoppers Tip Fund, payment to be made following receipt of a signed original invoice
from the Safe Cities Commission.
3.
All other terms, provisions, conditions, covenants and recitals of said City
Secretary Contract No. 31847 which are not expressly amended herein shall remain in
full force and effect during the term this renewal.

Authorize the Execution of an Amendment to City Secretary Contract No. 31847 with the Safe City
Commission to Increase Payment by $38,000 for the Crime Stoppers Tip Fund
RECOMMENDATION:
It is recommended that the City Council authorize the execution of an amendment of City Secretary
Contract No. 31847 with the Safe City Commission to increase their payment by $38,000 for the Crime
Stoppers Tip Fund.
DISCUSSION:
The City Council previously authorized the City Manager to terminate the contract with the Crime
Prevention Resource Center (CPRC) on April 5, 2005, (M&C C-20640). The Safe City Commission
assumed the role as the umbrella crime prevention agency for Fort Worth to deliver crime prevention
programs and take a community advocacy role for crime prevention. City Secretary Contract No. 31847
was approved on May 18, 2005, to re-establish City funding in this partnership of community advocacy for
crime prevention programs.
One of the important programs the Safe City Commission will support is the Crime Stoppers
program. Previously, the management of the Crime Stoppers program was administered by the Crime
Prevention Resource Center. Currently, the program is being transitioned to the Safe City Commission. In
that transition and in a subsequent audit of CPRC accounts, it was identified that $38,000 of funds that
should have been deposited in the Crime Stoppers tip account was inappropriately spent on administrative
expenses during the previous CPRC administration before August 2004. The funds need to be returned to
the Crime Stoppers tip account or the local Crime Stoppers program could be in jeopardy of losing
certification. Through no fault of Crime Stoppers or the Safe City Commission, this situation has occurred
and it is the recommendation of the City Manager's Office that the City assist in reconciling the tip fund in
order to keep the Crime Stoppers program whole and operational.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current operating budget of the General Fund.
