ORDINANCE NO ~ ~ 7
AN ORDINANCE AMENDING SECTION 2 AND SECTION 6 OF ORDI-
NANCE NO 7323, AS AMENDED BY' ORDINANCES NOS 7392, 7441,
7869, AND 7963, BY REDEFINING THE BOUNDARIES OF THE
SINGLE MEMBER DISTRICTS THEREIN CONTAINED MAKING THIS
ORDINANCE CUMULATIVE OF ALL ORDINANCES REPEALING ALL
ORDINANCES AND PROVISIONS IN CONFLICT HEREWITH; PROVIDING
A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCTL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That Sections 2 and 6 of Ordinance No 7323, as amended by
Ordinances Nos 7392, 7441, 7869, and 7963, be and the same are
hereby amended, and, after being so amended, shall hereafter read
and be as follows
SECTION 2
"For the purpose of determining the qualifications as to can-
didacy, election or appointment of a member to Place No 2 of the
City Council of the City of Fort Worth, District No 2 shall be, and
the same is hereby established, and shall comprise all of that
portion of the City located within the following described bound-
ary
"District No 2
BEGINNING in Watauga-Smithfield Road (County Road No
4022) at the intersection of its centerline with the cen-
terline of Beach Street (County Road No 2053)
THENCE South with Beach Street to East 28th Street
THENCE West with East 28th Street to a point 800 feet

SECTION 2
This ordinance shall be and is hereby declared to be cumula-
tive of all other ordinances of the City of Fort Worth defining the
boundaries of the single member districts therein, and this ordi-
nance shall not operate to repeal or affect any of such other ordi-
nances except insofar as the provisions thereof might be inconsis-
tent or in conflict with the provisions of this ordinance, in which
event such conflicting provisions, if any, in any such ordinance or
ordinances are hereby repealed
SECTION 3
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared void,
ineffective or unconstitutional by a valid judgment or final decree
of a court of competent jurisdiction, such voidness, ineffective-
ness or unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of this ordi-
nance, since the same would have been enacted by the City Council
without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section

That this ordinance shall be in full force and effect from and
after the date of its passage and it is so ordained

The City staff has been working closely the last few days with County and
School officials to obtain voting machines and coordinate the proposed Capital
Improvement Bond program with the School District election scheduled for
April 5 1980 should the City Council decide to set this day for a bond
election
If the City Council approves the proposed bond election for April 'S the staff
will submit the appropriate information to the United States Department of
Justice in order to comply with the requirements of the Voting Rights Act of
1973
In order for the City of Fort Worth to conduct a Capital Improvements Program
(CIP) referendum on April 5 1980 it is necessary to submit updated information
to the U S Department of Justice on the nature extent and impact of any
changes in the City's electoral districts Since the City Council last approved
adjustments in the Single Member District Plan in August 1979 two annexations
have been initiated which will change boundaries in two of the Council Election
Districts The Districts affected by the annexations are Districts Two and
Six These two newly annexed areas must be added to the appropriate Single
Member Districts
Areas To Be Added
The. two areas to be added are
1 Annexation of 516 Acres East of Cleburne Road - Ordinance No 8022
This area should be added to District 6 It lies in Voting Precinct
23 and is contiguous with District 6
2 Annexation - Summerfields East Addition - Pending
This area is recommended to be added to District 2 It lies in
Voting Precinct 40 and is contiguous with District 2 The present
schedule for annexation calls for the Final Reading Date on this
pending annexation to be March 11 1980 This would place the area
within the City's Corporate Boundaries when the April 5, 1980
election occurs
Impacts
At present these two areas have no population Therefore the impact of these
two annexations on voting patterns or election results is non-existent
The sections of the Single Members District Boundary Description Ordinance
(Number 7323) requiring the appropriate revisions to reflect new municipal
corporate boundaries is attached for the Council's review and approval

boundaries coincident with Corporate Boundaries
