AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATEONS CN THE ENVIRONMENTAL MANAGEMENT FUND {R141 } IN
THE AMOUNT OF $67.441 A4, FROM AVAILABLE FUNDS, FOR THE PURPOSE
OF EXECUTING A CONTRACT WITH EAGLE REMEDIATION SERVICES, INC.,
FOR ASBESTOS REMOVAL AND INTERIOR DEMOLITION SERVICES AT
JAMES GUINN SCHOOL; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2048-
2449 in the Budget of the City Manager, there shaft also be increased estimated receipts and
appropriations in the Environmental Management Fund (8141} in the amount of $57,041.44, from
available funds, for the purpose of executing a contract with Eagle Remediation Services, Inc., for
asbestos removal and interior demolition services at James Guinn School.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inopeeative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, ar parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECCIMMENDATION:

It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing appropriations in the
Environmental Management Fund (R103} by X67,041.04 and decreasing the unreserved retained
earnings by the same amount;
2. Approve the transfer of $67,041.00 in undesignated funds in the Environmental Management Fund
(R103} to the Environmental Management Fund (R101 };
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Management Fund (8141} by $67,041.00; and
4. Authorize the City Manager to execute a contract with Eagle Remediation Services, Inc., for asbestos
removal and interior demolitian services in the amount of X67,041.00 for the renovation of the James
Guinn School-North Building, located at Interstate 35 South and Rosedale Street.
DISCUSSION:
Requests for Proposals were advertised in the Fort Worth Star-Telegram on September 17 and
September 2~1; 2d08. The following firms submitted proposals on November 20, 2008:

project for the Transportation and Public Works Deparkment.
Work on the asbestos removal and interior demolition project is expected to begin in May 2049.
The project is physically located in COUNCIL DISTRICT 8 but will serve Fort Worth residents in ALL
COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFIGATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinances funds will be available in the current
operating budget, as appropriated, of the Environmental Management Fund {R101 }.
