AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $191,593
SUBJECT TO RECEIPT OF A GRANT FROM THE U.S. DEPARTMENT OF
HEALTH AND HUMAN SERVICES TO IMPLEMENT ACTIVITIES OF AN EARLY
CHILDHOOD RESOURCE CENTER PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-08
and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $191,593 subject to receipt of a grant from the
U.S. Department of Health and Human Services to implement activities of an Early Childhood
Resource Center Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other .ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the Application, Acceptance and Execution of a Grant in the Amount of $191,593 from the
United States Department of Health and Human Services to Implement Activities of an Early
Childhood Resource Center Program, Authorize Waiver of Indirect Costs, and Adopt Appropriation
Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for, accept, and execute if awarded, a grant from the United States
Department of Health and Human Services to implement Early Childhood Outreach programs in two
locations in the amount of $191,593;
2. Authorize a waiver of indirect costs; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations of $191,593
in the Grants Fund.
DISCUSSION:
The Fort Worth City Council approved Resolution No. 3456-02-2007 adopting the 2007 Federal Legislative
Agenda on February 20, 2007, which included seeking appropriations for additional locations for the Early
Childhood Resource Center program conducted by the Community Relations Department. The 110th
Congress appropriated $191,593 for the program through the United States Department of Health and
Human Services. No local match is required. A waiver of indirect costs will maximize program benefits.
Federal funding will provide for two Early Childhood Resource Center programs housed in two community
centers: Worth Heights Community Center, in Council District 9, and Martin Luther King Community Center
in Council District 5. The grant will provide for one full-time and one part-time Early Childhood Specialist
position, and will fund the resources needed to establish and operate two centers. The grant activities are
estimated to reach 300 families and impact more than 650 children.
On October 12, 2004, the City Council approved Resolution No. 3131 endorsing an Early Childhood
Community Action Plan. Its vision is that all children will be ready to succeed in school when they enter
kindergarten. Children who start out behind, often stay behind, and later drop out of school.
One of the strategies designed to implement the Community Action Plan was to develop neighborhood-
based resource centers where adults could learn how to help young children develop successfully. Each
location provides weekly instruction for parents, foster parents, grandparents and other caregivers of
children birth to five years of age so that they are able to help their children with early language and literacy
skills, social and emotional skills, and critical thinking skills needed in kindergarten and in life. In addition,

each center engages a variety of partners including parents, child care providers, schools, congregations,
libraries, community centers, nonprofits and local businesses to form Neighborhood Early Childhood
Leadership Councils that will meet monthly to provide grassroots leadership and involvement in the effort.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of
the Grants Fund.
