AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT UP TO $78,459,
SUBJECT TO RECEIPT OF GRANTS IN THE AMOUNT UP TO $68,459 AND
$10,000 FROM THE RECREATIONAL BOATING AND FISHING FOUNDATION,
TO GROW AND/OR ENHANCE RECREATIONAL BOATING AND FISHING
PARTICIPATION IN FORT WORTH AND THE NORTH CENTRAL TEXAS AREA;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount up to $78,459, subject to receipt of grants in the
amount up to $68,459 and $10,000 from the Recreational Boating and Fishing Foundation to grow
and/or enhance recreational boating and fishing participation in fort worth and the North Central
Texas area.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and efFect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Apply for and Accept, if Awarded, a $68,459 Grant and a $10,000 Grant from the Recreational
Boating and Fishing Foundation and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Recreational Boating
and Fishing Foundation in the amount of $68,459 to grow and/or enhance recreational boating and fishing
participation in Fort Worth and the North Central Texas Area;
2. Authorize the City Manager to apply for and accept, if awarded, a grant from the Recreational Boating
and Fishing Foundation in the amount of $10,000 to grow and/or enhance recreational boating and fishing
participation in Fort Worth and the North Central Texas Area; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
current operating budget of the Grant Fund by up to $78,459 subject to receipt of the grants.
DISCUSSION:
In 2007, the Parks and Community Services Department (PACs) was recipient of a $15,000 Take Me
Fishing Grant from the Recreational Boating and Fishing Foundation of the National Recreation and Park
Association. This grant designated PACs as an "Anchor Agency." As such, PACs served as the training
hub to help train other Park and Recreation agencies and organizations in outdoor education activities and
aquatic stewardship best practices.
The $68,459 grant application builds upon the 2007 grant by funding the purchase of additional equipment
in support of the boating and fishing program such as an EZ Dock System, Mobile Angler Education Trailer,
and equipment for the training and loaner program to include kayaks, canoes, fishing rods and reels,
personal flotation devices and educational curriculum. There are no matching requirements for the grant.
The $10,000 grant application is requesting that the Fort Worth Parks and Community Services
Department be designated as an "Anchor Agency" for an additional year. Upon receipt of the grant, staff will
train other agencies and organizations. The grant provides funding for all materials and supplies as well as
funds for staff to travel to other agencies to provide training. There are no matching requirements for the
grant.
At their April 23, 2008, meeting, the Parks and Community Services Advisory Board voted to endorse staffs
recommendation to the City Council to apply for these two grants.
Greenbriar Lake and Community Center is located in COUNCIL DISTRICT 9. Both grants will serve ALL
COUNCIL DISTRICTS.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant
awards, and adoption of the attached appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Grant Fund.
