HomeMy WebLinkAboutOrdinance 18139-06-2008Ordinance No. 18139-06-2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $100,000 SUBJECT TO RECEIPT OF A GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO IMPLEMENT A FAIR HOUSING INITIATIVE PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-08 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $100,000 subject to receipt of a grant from the U.S. Department of Housing and Urban Development to implement a Fair Housing Initiative Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to apply for, accept, and execute if awarded, a grant from the U.S. Department of Housing and Urban Development (HUD) to Implement a Fair Housing Initiative Program in the amount of $100,000.00; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations of $100,000.00 in the Grants Fund. DISCUSSION: On May 27, 2008, the Human Relations Commission voted to recommend that the Community Relations Department (CRD) apply and accept, if awarded, a Fair Housing Initiatives Program (FHIP) grant in the amount of $100,000.00 from the United States Department of Housing and Urban Development to conduct an extensive twelve-month education, outreach, and referral program beginning on or about October 1, 2008. The City of Fort Worth's fair housing ordinance prohibits discrimination on the basis of race, color, religion, national origin, sex, disability, familiar status, or sexual orientation in all housing-related transactions. If awarded, the FHIP Grant will be used to educate the people of Fort Worth and Fort Worth housing providers on their rights and responsibilities under the fair housing laws. The CRD will coordinate with agencies and organizations throughout the City of Fort Worth, including those providing services to people who are homeless, people with disabilities, and people who do not speak English to distribute fair housing brochures, conduct monthly fair housing workshops, counsel residents regarding the fair housing laws, and, when necessary, assist residents in filing fair housing complaints. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
