AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $311 878 00 SUBJECT TO RECEIPT OF
GRANTS FROM THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION
FOR THE PURPOSE OF FUNDING THE DOMESTIC ASSAULT RESPONSE TEAM,
HOMICIDE COLD CASE INVESTIGATION AND DIGITAL FORENSICS TRAINING FOR
FISCAL YEAR 2011 GRANT CYCLE, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $311 878 00 subject to receipt of grants from the Office of the Governor
Criminal Justice Division, for the purpose of funding the Domestic Assault Response Team Homicide Cold
Case Investigation and Digital Forensics Training for Fiscal Year 2011 grant cycle
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal
government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1 2010 and ending
September 30 2011 and all other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are
hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

in Order to Make Assurances Required by the Criminal Justice Division of the Governor's Office and Adopt
Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Ratify the application for three Fiscal Year 2011 grants from the Office of the Governor Criminal Justice
Division which would include funds in the amount of $195 548 00 to operate the Domestic Assault
Response Team for Homicide Cold Case Investigation and for Digital Forensics Training
2. Authorize the City Manager to accept, reject, alter or terminate if awarded the three Fiscal Year 2011
grants and execute associated contract(s);
3 Approve matching funds of $116 330 00 to be transferred from the Federal Awarded Assets Fund to the
Grants Fund
4 Adopt a resolution authorizing the application for and acceptance of $195 548 00 in grant funds from
the fiscal year 2011 Criminal Justice Division Grant Funds and the making of assurances required by the
Criminal Justice Division of the Governor's Office and
5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $311 878 00 upon receipt of the grants
DISCUSSION
Each year the Criminal Justice Division of the Governor's Office funds grant projects throughout the state
The Police Department has written four grant applications for the Fiscal Year 2011 grant cycle Each
project is described below
Domestic Assault Response Team (DART) Total $123 766 00 (CJD $76,232 00 City Match
$47 534 00) The DART grant budget includes two Victim Assistance Specialists These personnel will
focus on providing follow-up services to victims of domestic violence The grant budget includes salary
fringe benefits training and supplies. This is a continuation application for the twelfth year of funding
Homicide Cold Case Investigation Total $108 112 00 (CJD $39 316 00 City Match $68 796 00) This
project will allow one detective to work full-time on investigation of unsolved homicides. If the grant is
awarded funds will pay for the detective's salary fringe benefits travel vehicle rental and insurance This

is a continuation application for the tenth year of funding
Digital Forensics Training- Total $80 000 00 (CJD Grant Funds $80 000 00 City Match None)- This
project will assist the department in addressing computer related fraud crimes as well as credit card fraud
identity theft and Internet-based scams If the grant is awarded funds will be used for registration and
travel for four detectives to take courses in digital forensics for future certification
Matching Funds in the amount of $116 330 00 will be included in the Fiscal Year 2011 City Manager's
Proposed Budget for Federal Awarded Assets Fund
FISCAL INFORMATION /CERTIFICATION
The Financial Management Services Director certifies that upon approval of the above recommendations
receipt of the grant, adoption of the attached appropriation ordinance and upon the approval of the Fiscal
Year 2011 budget, funds will be available in the current operating budget, as appropriated of the Grants
Fund
