HomeMy WebLinkAboutOrdinance 19184-06-2010Ordinance No 19184-06-2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CRIME CONTROL AND PREVENTION DISTRICT FUND IN THE AMOUNT OF $613 765 00 AND DECREASING APPROPRIATIONS IN THE TECHNOLOGY INFRASTRUCTURE SECTION OF THE CRIME CONTROL AND PREVENTION DISTRICT FUND FOR THE PURPOSE OF REALLOCATING FUNDS TO VARIOUS PROGRAMS WITHIN THE CRIME CONTROL AND PREVENTION DISTRICT FUND TO PROVIDE FUNDING FOR GENERAL ACCOUNTING STANDARDS BOARD STATEMENT NUMBER 45, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Crime Control and Prevention District Fund in the amount of $613,765 00 and decreasing appropriations in the Technology Infrastructure section of the Crime Control and Prevention District Fund, for the purpose of reallocating funds to various programs within the Crime Control and Prevention District Fund to provide funding for General Accounting Standards Board Statement Number 45 SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY ssistant City Attorney ADOPTED AND EFFECTIVE. DATE Tuesday June 15 2010 REFERENCE NO G-16961 LOG NAME 35FY2010 CCPD SAVINGS REALLOCATION SUBJECT Adopt an Appropriation Ordinance Adjusting the Fiscal Year 2010 Crime Control and Prevention District Budget to Reduce $613 765 00 from the Technology Infrastructure Program and to Increase Other Crime Control and Prevention District Programs by $613 765 00 to Provide Funding for Retiree Health Care Costs RECOMMENDATION It is recommended that the City Council Adopt an ordinance increasing appropriations in the Crime Control and Prevention District Fund in the amount of $613 765 00 and decreasing appropriations in the Technology Infrastructure section of the Crime Control and Prevention District Fund for the purpose of reallocating funds to various programs within the Crime Control and Prevention District Fund to provide funding for retiree health care costs DISCUSSION The CCPD Board is responsible for formally adopting the annual CCPD operating budget and establishing spending limits for each program The purpose of this Mayor and Council Communication is to present an amended Fiscal Year 2010 budget appropriation ordinance to the City Council for approval On April 27 2010 the CCPD Board authorized amid-year budget adjustment and the use of projected savings of $613 765 00 from the Technology Infrastructure Program to fund GASB 45 GASB 45 is an accounting and financial reporting provision requiring government employers to measure and report the liabilities associated with other than pension postemployment benefits.
