AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $523,128.65 SUBJECT TO RECEIPT OF THE
GRANTS FROM THE FY2009 COMPREHENSIVE SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM (STEP) GRANT AND THE COMMERCIAL MOTOR
VEHICLE (STEP) GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION
FOR THE PURPOSE OF IMPLEMENTING INCREASED ENFORCEMENT OF TRAFFIC
SAFETY-RELATED LAWS AND TO INCREASE PUBLIC EDUCATION ABOUT TRAFFIC
SAFETY ISSUES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009, there
shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$523,128.65 subject to receipt of the grants from the FY2009 Comprehensive Selective Traffic Enforcement
Program (STEP) Grant and the Commercial Motor Vehicle STEP Grant from the Texas Department of
Transportation for the purpose of implementing increased enforcement of traffic safety-related laws and to
increase public education about traffic safety issues.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance of the municipal government of the City of Fort
Worth for the ensuing Fiscal Year beginning October 1, 2008, and ending September 30, 2009, and all other
ordinances and appropriations amending the same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize the Application for and Acceptance of $400,546.45 from the FY2009 Comprehensive
Selective Traffic Enforcement Program Grant and $59,452.13 from the Commercial Motor Vehicle
Selective Traffic Enforcement Program Grant from the Texas Department of Transportation,
Authorize Matching Funds of $63,130.07, Authorize Execution of Grant Agreements and Adopt
Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a Comprehensive Selective Traffic
Enforcement Program (STEP) grant not to exceed $400,546.45 and a Commercial Motor Vehicle STEP
grant not to exceed $59,452.13 from the Texas Department of Transportation;
2. Authorize the City Manager to enter into a contract with the Texas Department of Transportation for the
Comprehensive STEP and Commercial Motor Vehicle STEP grant implementation during Fiscal Year 2009,
contingent upon appropriation of matching funds;
3. Authorize the transfer of $54,195.46 from the State Awarded Assets Fund to the Grant Fund for the
City's match of the Comprehensive STEP grant, contingent upon receipt of adequate funding in the FY2009
State Awarded Assets fund;
4. Authorize the transfer of $8,934.61 from the Federal Awarded Assets Fund to the Grant Fund for the
City's match of the Commercial Motor Vehicle STEP grant, contingent upon receipt of adequate funding in
the FY2009 State Awarded Assets fund; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the
Grants Fund by $523,128.65, subject to receipt of the grants from the Comprehensive STEP grant and the
Commercial Motor Vehicle STEP grant.
DISCUSSION:
The Texas Department of Transportation STEP grants are aimed at reducing the number of motor vehicle
crashes, injuries and fatalities. The Police Department is submitting two grant proposals to implement
increased enforcement of traffic safety-related laws and to increase public education about traffic safety
issues.
The Comprehensive STEP grant activities include speed enforcement, seatbelt enforcement, DWI
enforcement and intersection traffic control enforcement. The total proposed grant with matching funds is
$454,741.91. Grant funds of $361,382.00 are budgeted for an estimated 7,298 enforcement overtime hours
and $64,723.52 for fringe benefits. An additional $19,458.32 is budgeted for overtime hours and fringe

benefits required for administrating the grant. Eighty hours of overtime and fringe is budgeted to work
public information and education events at $4,622.07 and $4,000 for public information and education
materials. A Texas Department of Transportation conference attendance for one Lieutenant and
administrative assistant is budgeted at $556 for travel expenses.
The Commercial Motor Vehicle STEP grant activities includes enforcement specially related to commercial
motor vehicles. The total proposed grant with matching funds is $68,386.74. Grant funds of $51,765 are
budgeted for 1,025 enforcement overtime hours and $9,271.11 for fringe benefits. An additional $4,628.25
is budgeted for overtime hours and fringe benefits required for administrating the grant. Twenty hours of
overtime is budgeted to work public information and education events at $1,155.52 and $1,000 for public
information and education materials. A Texas Department of Transportation conference attendance far one
Sergeant is budgeted at $566.86 for travel expenses.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations execution of the contracts,
adoption of the attached appropriation ordinance and upon approval of the proposed FY08-09 budget,
funds will be available in the 2009 Fiscal Year budget as appropriated of the grants fund.
