HomeMy WebLinkAboutOrdinance 19206-07-2010Ordinance No 19206-07 2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $79 530 00 SUBJECT TO RECEIPT OF A GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR OF TEXAS FOR THE PURPOSE OF FUNDING THE DIAMOND HILL COALITION AFTER SCHOOL PROGRAM FROM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $79 530 00, subject to receipt of a grant from the Criminal Justice Division of the Office of the Governor of Texas, for the purpose of funding the Diamond Hill Coalition After School Program from September 1 2010 to August 31 2011 SECTION 2. That should any portion, section or part of a section of this ordinance tie declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVE TO FORM ND LEGALITY Assist t City Attor y ADOPTED AND EFFECTIVE. No. 3897-07- 2010 DATE Tuesday July 13 2010 LOG NAME 80DIAMONDHILLC02010 REFERENCE NO *G-16976 SUBJECT Authorize Application for and Acceptance of a Grant in an Amount Up to $79 530 00 from the Criminal Justice Division of the Office of the Governor of Texas to Operate the Diamond Hill Coalition After-School Program Authorize Execution of Contracts with YMCA of Metropolitan Fort Worth and Camp Fire USA First Texas Council Designate the Assistant City Manager for Neighborhood Services to Serve as the Authorized Official for the Grant, Adopt Resolution Required by Grant Regulations, and Adopt Appropriation Ordinance (COUNCIL DISTRICT 2} RECOMMENDATION It is recommended that the City Council 1 Authorize application for and acceptance if awarded of a grant from the Criminal Justice Division of the Office of the Governor of Texas in the amount of $79 530 00 to operate the Diamond Hill Coalition After School Program from September 1 2010 to August 31 2011 2 Contingent upon receipt of the grant award authorize execution of contracts with the YMCA of Metropolitan Fort Worth and Camp Fire USA First Texas Council for a total combined amount up to $79 530 00 to conduct the Diamond Hill Connection After-Schoo! Program 3 Designate the Assistant City Manager for Neighborhood Services to serve as Authorized Official for this grant, with authority to apply for accept, reject, alter or terminate the grant; 4 Adopt the attached resolution to meet grant requirements regarding authorization of the application designation of the Authorized Official and provision of written assurance that grant funds will be returned in the event of loss or misuse and 5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $79 530 00 subject to receipt of the grant. DISCUSSION The purpose of this M&C is to authorize the application for and acceptance if awarded of a Grant from the Criminal Justice Division (CJD) of the Governor of Texas to operate the Diamond Hill Coalition after school program and to comply with grant requirements regarding designation of an Authorized Official and adoption of a resolution containing necessary representations related to the grant. This M&C also authorizes the execution of contracts with the YMCA of Metropolitan Fort Worth (YMCA) and Camp Fire USA First Texas Council (CFUSA) to operate the program on a contractual basis if grant funds are received On March 23 2004 the City Council authorized the application and acceptance of a grant in the amount Logname• 80DIAMONDHILI,C02010 Page 1 of 2 of $130 370 00 from the CJD (M&C G-14308) The Parks and Community Services Department submitted the proposal for the Diamond Hill Coalition After-School Program in collaboration with the YMCA and CFUSA. That grant began the new three year program cycle for the Safe and Drug-Free Schools and Communities Act Fund that ended August 31 2007 A subsequent application to the Criminal Justice Division for the period 2007-08 was recommended for funding but funds were not available From September 1 2007 until May 31 2009 the program was operated at a reduced level and funded by a grant from the Texas Education Agency An application to the CJD was unsuccessful for funding for the year beginning September 1 2009 and the program was suspended With this new grant application if awarded the grant year will run September 1 2010 through August 31 2011 The Diamond Hill Coalition After-School Program provides supervised after-school educational cultural and recreational activities for up to 100 middle and high school age youth It is also designed to promote school attendance, discipline and learning A major function of the program is to provide participants with the skills needed to improve their academic competency in reading writing and mathematics With this grant, the program will serve youth ages ten through seventeen This program serves to complement other program services offered at the Diamond Hill Community Center including 1) the Comin Up Gang Intervention Program operated by the Boys and Girls Clubs of Greater Fort Worth on a contractual basis 2) Senior Citizens Programs such as the congregate lunch program operated by the Senior Citizens Services of Greater Tarrant County Inc. on a contractual basis youth athletics program and Diamond Hills Sports Network Boxing Program Chapter 3 of Title 1 of the Texas Administrative Code outlines conditions for grant funding that apply to CJD grants Section 3.2021 requires that the City Council adopt a resolution that (i) authorizes application for a grant for a clearly identified project; (ii) commits to providing matching funds if applicable (iii) designates the name or title of an authorized official who has power to apply for accept, reject, alter or terminate a grant; and (iv) provides written assurance that all grant funds will be returned to the CJD if the funds are lost or misused No matching funds are required for this particular grant, and the attached resolution includes all of the other necessary elements FISCAL INFORMATION /CERTIFICATION The Financial Management Services Director certifies that upon approval of the above recommendations award of the grant, and adoption of the attached resolution and appropriation ordinance funds will be available in the current operating budget, as appropriated of the Grants Fund Funds will be reimbursed by grantor after expenditures are made FUND CENTERS TO Fund/Account/Centers GR76 451644 080202481000 GR76 5XXXXX 080202481XXX CERTIFICATIONS Submitted for City Manager's Office bv.
