WHEREAS, the City of Fort Worth (City) and Chiang, Patel & Yerby, Inc. (Engineer)
made and entered into City Secretary Contract No. 24499 (the "Contract") on the 1st day of
December, 1998; and
WHEREAS, the Contract involves engineering services for the following project:
SECURITY IMPROVEMENTS FOR TREATMENT PLANTS
WHEREAS, it has become necessary to amend said Contract to include an increased
scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the Contract:
1.
Article I, Section 1 of the Contract is amended to include the additional engineering
services specified in a proposal letter dated March 25, 2004, a copy of which is attached hereto
and incorporated herein. The cost to City for the additional services to be performed by
Engineer is $69,900.00
2.
Article III of the Contract is amended to provide for an increase in the maximum fee to
be paid to Engineer for all work and services performed under the Contract, as amended, so that
the total fee paid by the City for all work and services shall not exceed the sum of$1,034,665.00.
3.
Engineer acknowledges its commitment to obtain an additional 11% M/WBE
participation for this amendment. The Engineer's commitment for the Contract remains
unchanged.
4.
All other provisions of the Contract, which are not expressly amended herein, shall
remain in full force and effect.

Amendment 4 for Development of Bidding Documents for Civil Work

Dear Mr. Bounds:
This proposed Amendment 4 for the Water Department Emergency Response Plan for the City
of Fort Worth Water Department adds additional task items required to develop bidding
documents for the civil work at some of the plant entrances.
BASIC SERVICES TASK ITEMS
Project Description
The City proposes bidding the civil work at five of the seven entrances to the water and
wastewater treatment plants planned for improvements. In this agreement, civil work includes:
1) base preparation for paving and structures; 2) final grading; 3) paving with curb and gutters;
4) construction of concrete foundations; 5) construction of concrete sidewalks; and 6)
construction of jersey barriers.
Bidding documents will include civil work at the following entrances:
1. South Holly Water Treatment Plant
2. North Holly Water Treatment Plant
3. Eagle Mountain Water Treatment Plant
4. Rear Entrance to Rolling Hills Water Treatment Plant
Civil work at the Village Creek Wastewater Treatment Plant and the Rolling Hills Water
Treatment Plant main entrances will be performed under existing City contracts; therefore, these
two entrances will not be included in the bidding documents.
The City proposes only bidding the civil work at each of the entrances. All other work associated
with the entrance improvements will be completed under existing City contracts or by City
personnel.

SCOPE OF SERVICES
Project Tasks
As part of the professional services required to complete this project, the Engineer will perform
the following tasks:
Task 1. Develop Specifications and Drawings for Bidding
1.1 Engineer will develop specifications appropriate for bidding the civil work. When
applicable, specifications developed by the Engineer will reference City standard
specifications for paving, curb and gutter, and base preparation.
1.2 Engineer will modify existing design drawings to develop a drawing set appropriate for
bidding.
1.3 Engineer will deliver 3 sets of 90% specifications and drawings to the City for review.
After review comments are received, CP&Y will finalize the specifications and drawings
and submit 10 sets for bidding purposes.
1.4 Engineer will subcontract Gupta and Associates to modify their electrical design as
necessary for the bidding documents. Although Contractor will not install the electrical
components, the electrical drawings will be provided as a reference.
1.5 Engineer will subcontract DFW Publishing to typeset and copyedit the specifications.
After documents are approved by the City, DFW Publishing will convert the documents
to an electronic format.
1.6 Engineer will subcontract L. A. Blueline, Inc. to reproduce the plans and specifications.
Task 2. Bidding Assistance
2.1 Engineer will assist City during bid phase including preparation of addenda and
responses to questions submitted to City by prospective bidders.
2.2 Engineer will attend one scheduled pre-bid conference.
2.3 Engineer will assist in reviewing the bids for completeness and accuracy. The Engineer
will attend the project bid opening, develop bid tabulations, and submit four (4) copies of
the bid tabulation.
Task 3. Circulation, Parking, Perimeter Landscape Design and Security Long-Term
Master Planning
3.1 Engineer will subcontract GideonToal to perform circulation, parking, perimeter
landscape design and security coordination long-term master planning for the North and
South Holly WTPs. Engineer will assist GideonToal and attend coordination meetings
with the City and neighborhood stakeholders.
3.2 Design services to be performed by GideonToal for this task include the following:

3.2.1 General Purpose
Provide professional master planning services for the Fort Worth Water
Department in cooperation with their security consultant and other City tenants of
the Holly Treatment Plant area. This master planning effort will focus on issues
related to:
1. Perimeter security issues
2. Perimeter vehicular circulation, access, and parking
3. Perimeter pedestrian access and security issues
4. Landscape and other enhancements to the perimeter areas and high
image areas
5. Joint use parking arrangements with Saint Paul Church and other
neighborhood issues
6. Vehicular and pedestrian circulation issues to and through the Holly
Water Plant site.
7. Parking strategies
The purpose is to make sure that short-term perimeter, security, and landscape
projects are accomplished in a way that fits in a long-term master plan and
remains compatible with adjoining land uses and neighbors. In addition, the
planning process will make sure that the needs and requirements of the various
tenants and occupants of the Holly Plant are considered.
The master plan will identify early phase improvements and how they should be
coordinated with neighbors and Holly Treatment Plant neighbors. It is likely that
these early phase improvements will involve security, access control, shared
parking, and landscaping recommendations.
3.2.2 Products/Deliverables
A Conceptual Master Plan will be prepared, supported by a summary report in
the form of a presentation that outlines the findings and recommendations for the
above work. The master plan will be overlaid onto an aerial photograph
enhanced with line maps and surveys that are readily available. The master plan
will be in digital format for purposes of various scales and forms of presentations.
It will be designed to be printed on a board with a scale of about 1" = 200'. The
same master plan can be inserted into PowerPoint presentations and printed at
scales that fit onto smaller formats.
The master plan will not result in detailed plans and working drawings, but will
make sure the next step improvements are the most cost effective and
appropriate.

3.2.3 Geographic Scope
The study area will generally be bounded by 7th Street on the north, 1-30 to the
south, Forest Park Blvd. / Trinity River to the west, and Summit Ave. to the east.
3.2.4 Approach and Process
GideonToal will work for the Fort Worth Water Department and with the Security
Engineering Consultant. GideonToal will facilitate four to five meetings with
tenants and stakeholders affected by the possible changes to the Plant.
GideonToal will coordinate all meetings with the designated client representative.
3.2.5 Schedule
Subject to meeting schedules, GideonToal can complete this work in 45 to 60
days, subject to scheduling meetings. GideonToal will start preparation of base
maps and base information within three days of approval and can schedule the
first meetings within 10 days of approval.
Task 4. Community Meetings Related to Alert Notification System
4.1 Engineer will organize community meetings with owners near the North and South Holly
WTPs to discuss the new alert notification scheduled for construction at the WTPs.
4.2 Engineer will organize two community meetings and invite all owners with 500 ft of the
WTPs to attend. Engineer will develop the invitations and mail them to the owners.
4.3 Engineer will subcontract GideonToal to participate in the meetings. GideonToal staff will
attend one planning meeting with the City, assist with providing contact information with
neighbors, and attend the two community meetings.
4.4 Engineer will develop agendas, handouts, presentation boards and a PowerPoint
presentation for these meetings. Prior to the meetings, Engineer will submit the
information to City for review. If necessary, the City will pay any costs associated with
renting a meeting room.
4.5 Engineer will subcontract DFW Publishing to create, typeset and copyedit handouts,
presentations and invitations for the community meetings.
COMPENSATION
For engineering services under this amendment, the "City" shall pay the "Engineer" a lump sum
fee of$69,900.
A. Payment: Partial payment shall be made monthly upon receipt of an invoice from the
Engineer based on the percent complete of each task outlined above. Basis of payment
for Basic Engineering Services is shown in Exhibit 1.
B. Timeliness: Lump sum fees are based on the City providing a notice to proceed for each
phase of the work within two months of the contract amendment date. If a notice to

proceed is not provided within two months of the contract amendment date, the Engineer
has the option to renegotiate the lump sum fee and hourly billing rates.

Amendment No. 4 to Contract with Chiang, Patel & Yerby, Inc. for the Engineering Services Related
to Installation of Water Department Alert Notification Systems and Security Improvements at
Treatment Plants
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an amendment to the
contract with Chiang, Patel & Yerby, Inc., for engineering services related to the installation of Water
Department security improvements at treatment plants, increasing the cost by $69,900, for a total contract
cost not to exceed $1,034,665.
DISCUSSION:
On December 1, 1998 (M&C C-17171), the City Council authorized the execution of an engineering
agreement with Chiang, Patel & Yerby, Inc., for engineering services related to the development of the
Water Department emergency response plan.
This agreement was amended on August 3, 1999 (M&C C-17565), to provide for a security evaluation of
treatment facilities and revision of the Water Conservation and Emergency Water Management Plan. The
second amendment was approved on October 2, 2001 (M&C C-18771). This amendment provided for the
design of treatment plant security improvements and the upgrade of the plant notification
system. Amendment No. 3, September 2, 2003 (M&C C-19738), provided for changes to the design of
treatment plant entrances and additional security improvements identified in the Vulnerability Assessment
and the development of bid documents for the alert notification system at the Holly Treatment Plant site.
Under this proposed Amendment No. 4 Chiang, Patel & Yerby, Inc. will provide engineering services for the
civil engineering design of security gate installations at North and South Holly, Eagle Mountain and Rolling
Hills plants. This work includes development of specifications and drawings for bidding, preparation for
paving and structures, final grading, paving with curb and gutters, construction of concrete foundations and
sidewalks. Chiang, Patel & Yerby, Inc. will also provide bidding assistance for the project.
The remaining elements of the security gate installation project will be completed through a combination of
Water Department in-house resources and contracts with various vendors.
This proposed contract also includes master planning services for the Holly Treatment Plant area focused
on circulation, parking, perimeter landscape design and security coordination with adjacent property owners
and stakeholders. Included are services to facilitate public meetings with nearby property owners to inform
them about the Water Department's alert notification system and actions that the public should take in the
event of chemical spills or acts of terrorism in coordination with Fort Worth Police and Fire Department
plans.
Chiang, Patel & Yerby, Inc. is in compliance with the City's MWBE Ordinance by committing to an additional

The Finance Director certifies that funds are available in the current capital budget, as appropriated, of the
