HomeMy WebLinkAboutOrdinance 19232-07-2010Ordinance No 19232-07 2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $90 000 00 SUBJECT TO RECEIPT OF THE FISCAL YEAR 2011 COVERDELL FORENSIC SCIENCES IMPROVEMENT GRANT FROM THE STATE OF TEXAS OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, FOR THE PURPOSE OF PURCHASING AN AUTOMATED FINGERPRINTING IDENTIFICATION SYSTEM MACHINE FOR THE CRIME LABORATORY PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $90 000 00 subject to receipt of the Fiscal Year 2011 Coverdell Forensic Sciences Improvement Grant from the State of Texas Office of the Governor Criminal Justice Division for the purpose of purchasing an Automated Fingerprinting Identification System machine for the Crime Laboratory SECTION 2. That should any portion section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1 2010 and ending September 30 2011 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY Assistant City Attorn ADOPTED AND EFFECTIVE. No. 19232-07- 2010 DATE Tuesday July 20 2010 REFERENCE NO *C-24348 LOG NAME 35CJD2011COVERDELL SUBJECT Ratify the Application for and Authorize the Acceptance of if Awarded the Fiscal Year 2011 Coverdell Forensic Sciences Improvement Grant in the Amount of $90 000 00 from the State of Texas Office of the Governor Criminal Justice Division Adopt Related Resolution and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council 1 Ratify the application for the Fiscal Year 2011 Coverdell Forensic Sciences Improvement Grant from the Office of the Governor Criminal Justice Division in the amount of $90 000 00 2. Authorize the City Manager to accept, reject, alter or terminate if awarded the Fiscal Year 2011 Coverdell Forensic Sciences Improvement Grant; 3 Authorize the City Manager to execute a contract in connection with the acceptance of the grant, if awarded 4 Adopt the attached Resolution authorizing the Police Department's application for and acceptance of $90 000 00 in grant funds from the Fiscal Year 2011 Coverdell Forensic Sciences Improvement Grant and the making of assurances required by the Criminal Justice Division of the Governor's Office and 5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $90 000 00 upon receipt of the grant. DISCUSSION Each year the Criminal Justice Division (CJD) of the Governor's Office funds grant projects throughout the State under the Coverdell Forensic Science Improvement Grant Program The Police Department has applied for $90 000 00 in funding under the Fiscal Year 2011 Coverdell Forensic Science Improvement Grant to purchase an additional Automated Fingerprint Identification System (APIs) machine for the Crime Laboratory The additional AFIS system will allow employees within the Latent Print Unit of the Crime Lab to simultaneously conduct latent print examinations thus reducing the current backlog The goals under this grant program include reducing the current backlog of 60 days for latent print examination requests to under 20 days for 90 percent of cases The addition of a second AFIS system will also add another search algorithm which will maximize the Crime Lab's ability to identify latent prints. The grant requires that the City adopt a resolution which provides assurances that funds will be returned to the Criminal Justice Division in full in the event of loss or misuse of CJD grant funds and which designates the official authorized to accept, reject or alter the grant.
