AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE PARK IMPROVEMENTS FUND IN THE AMOUNT OF $167 592.00 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF REIMBURSING THE GENERAL FUND
FOR EXPENSES ASSOCIATED WITH THE MANAGEMENT OF NEIGHBORHOOD AND
COMMUNITY PARK DEDICATION POLICY IN FISCAL YEAR 2010 PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Park
Improvements Fund in the amount of $167 592.00 from available funds, for the purpose of reimbursing the
General Fund for expenses associated with the management of Neighborhood and Community Park
Dedication Policy in Fiscal Year 2010
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION __
It is recommended that the City Council
1 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Park Improvements Fund by $167 592 00 from available funds
2 Authorize the transfer of $167 592 00 from the Park Improvements Fund to the General Fund to offset
operation and oversight costs associated with management of the Neighborhood and Community Park
Dedication Policy and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
General Fund by $167 592 00 from available funds.
DISCUSSION
The purpose of this M&C is to authorize the transfer of funds to offset the costs related to the
management of the Neighborhood and Community Park Dedication Policy ("Policy")
The Policy ensures the provision of adequate park and recreational areas with needed facilities in the form
of Neighborhood and Community Parks to serve population increases resulting from the addition of new
residential units in the City Park development fees and fees that are paid in lieu of making land
dedications are placed in an interest bearing account and are used to achieve the Policy's objectives.
In the adopted Fiscal Year 2010 General Fund Operating Budget, the costs for operating and
management of the Neighborhood and Community Park Dedication Policy were to be offset by interest
income from these dedication and development fees. Expenses associated with the operation and
management of the program include salary and benefits of City staff who run the program as well as costs
related to surveys and appraisals that are used in the acquisition of new parkland and setting of developer
fees
A Senior Planner position was added in Fiscal Year 2009 to handle acquisition of parkland that is
purchased using fees collected under the Policy Since 2000 when the current Policy was established
830 acres and 49 new parks have been added to the park system through this Policy

In the Fiscal Year 2010 Adopted Budget, costs for program oversight and operation were identified for
payment from interest income on fees collected Since 2006 staff has inspected 27 new parks and
continues to monitor the progress of approximately 46 future parks.

and adoption of the attached appropriation ordinance funds will be available in the current operating
budget, as appropriated of the General Fund
