The current retail parking rates and charges include daily parking that ranges between $3.00 and $15.00 per day, depending upon whether the parking system is in event mode (pay upon entry) or timed mode (paid upon exit). The maximum charge in the garages is currently $15.00 per vehicle per 24 hour period. The current Event Rate for high volume events is $15.00 and is paid upon entry. The City contracts with SP Plus Corporation (SP Plus) to manage the parking facilities that serve the Public Events Department, which includes the Fort Worth Convention Center (FWCC) and the Will Rogers Memorial Center (WRMC). The Houston and Commerce Street Parking garages primarily serve the FWCC, but also provide parking for the Omni Fort Worth Hotel self-service guests and overflow valet parking, City and AT&T employees and other transient needs. The purpose of this Informal Report is to address the issue of the need to increase the maximum charge from $15.00 per vehicle per 24 hour period to $35.00 per vehicle per 24 hour period and increase the maximum charge for the Event Rate to $35.00 when market demand exists. The proposed increase is made primarily to match market rates for over-night parking and to respond and correct an imbalance in the demand and supply relationship for some special events. This increased pricing flexibility will allow SP Plus, in coordination with the Director of Public Events, to respond appropriately to market demands and pricing to maximize the return on the City's investment while meeting the needs of downtown patrons. In the near-term, it is anticipated that the typical daily rate will be increased to $18.00 per vehicle upon approval of the M&C. Staff recommends an increase in the Schedule of Parking Rates and Charges for the Municipal Parking System at the Fort Worth Convention Center in order to respond to high parking demand for some special events. Staff will bring an M&C to City Council on February 7, 2017 for consideration of the increase in the maximum daily rate charge.
