HomeMy WebLinkAboutOrdinance 19287-08-2010Ordinance No 19287-08-2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORTS GAS LEASE PROJECT FUND IN THE AMOUNT OF $248,175 00 FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING ADDITIONAL PROFESSIONAL DESIGN SERVICES FOR THE EXTENSION OF STONE ROAD ALSBURY BOULEVARD IMPROVEMENTS AND WATER AND SEWER IMPROVEMENTS AROUND SPINKS AIRPORT PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Airports Gas Lease Project Fund in the amount of $248,175 00 from available funds, for the purpose of funding additional professional design services for the extension of Stone Road, Alsbury Boulevard improvements and water and sewer improvements around Spinks Airport, SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. No. 19287;08-201Q ~~ __.~: ~-._,s- -~ --~ z__ _ _ ~ ~-, ?010 REFERENCE NO *C-24414 LOG NAME. 55FWS STONE ROAD AMD1 SUBJECT Authorize Amendment No 1 in the Amount of $248 175 00 to City Secretary Contract No 38486 with Freese and Nichols Inc. for Design Services for the Extension of Stone Road Alsbury Boulevard Improvements and Water and Sewer Improvements around Spinks Airport and Adopt Appropriation Ordinance (COUNCIL DISTRICT 8) RECOMMENDATION It is recommended that the City Council 1 Authorize the use of revenue derived from mineral leases on City owned airports in the amount of $248 175 00 for additional Professional Design Services for the Extension of Stone Road Alsbury Boulevard Improvements and Water and Sewer Improvements around Spinks Airport; 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Gas Lease Project Fund in the amount of $248 175 00 from available funds and 3 Authorize Amendment No 1 in the Amount of $248 175 00 to City Secretary Contract No 38486 with Freese and Nichols, Inc. for design services for the extension of Stone Road Alsbury Boulevard improvements and water and sewer improvements around Spinks Airport, thereby increasing the total contract amount to $1 077 165 00 DISCUSSION On April 18 2009 the Aviation Department entered into a Professional Design Services Agreement with Freese and Nichols Inc. in the amount of $828 990 00 for the extension of Stone Road from the south Fort Worth City Limits to Farm Market Road 1187 for an overall distance of approximately 9 400 linear feet. Stone Road is being designed as a major arterial a four lane divided concrete section and for Alsbury Boulevard from Interstate Highway 35 to Stone Road for a distance of 1 090 linear feet and for the realignment and connection of the existing Stone Road to the new proposed Stone Road alignment for a distance of 620 linear feet. It was later determined that additional work would be required in order to complete this extension Freese and Nichols Inc. has submitted a fee proposal in the amount of $248 175 00 to accomplish the additional work which includes revision of roadway design to show eastern half of Stone Road being constructed first; design of additional sanitary sewer' additional soil borings for revised sanitary sewer compilation and consultation regarding environmental work, and additional surrey for the Fort Worth Spinks Stone Road Extension Project. Funding for the design is coming from revenue derived from gas well drilling on City airports. The funding for construction of these improvements will come from a combination of funds including revenue derived from gas well drilling on City airports Logname' SSFWS STONE ROAD AMD1 Page 1 of 2 MlWBE Freese & Nichols, Inc. is in compliance with the City's M/WBE Ordinance by committing to an additional 35 percent M/WBE participation on this Amendment No 1 The City's goal on this project is 15 percent.
