AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE ENVIRONMENTAL PROTECTION PROJECT FUND IN THE AMOUNT OF
$393,798.95, FROM AVAILABLE FUNDS, FOR DEMOLITION AND ASBESTOS
ABATEMENT SERVICES FOR THE FORMER GRANBURY HILLS APARTMENT
COMPLEX; PROVIDING FOR A SEVERA6ILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Environmental Protection Project Fund in the amount of $393,798.95, from available funds, for demolition
and asbestos abatement services for the former Cranbury Hills Apartment Complex.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of Contract with Intercon Environmental, Inc., in the Amount of $598,076.85 for
Demolition and Asbestos Abatement Services for the Granbury Hills Apartment Complex and Adopt
Appropriation Ordinances (COUNCIL DISTRICT 6)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a contract with Intercon Environmental, Inc. for Demolition and
Asbestos Abatement Services for the Former Granbury Hills Apartment Complex in the Amount of
$598,076.85.
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Protection Project Fund in the amount of $393,798.95 from available funds;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Fort Worth Housing Finance Corporation Fund in the amount of $204,277.90 from available funds; and
DISCUSSION:
In March 2010, the Fort Worth Housing Finance Corporation adopted a resolution authorizing the
acquisition and demolition of the Granbury Hills Apartments located at 5250 Wonder Drive from Blue
Valley Apartments, Inc..
The apartment buildings contain asbestos-containing materials that are required to be removed prior to
building demolition. The Environmental Management Department is contracting for the demolition
including removal of the asbestos-containing materials including: sheetrock with wall texture and joint
compound, popcorn ceiling texture, linoleum floor covering, and floor the with mastic. Following the
asbestos removal activities, all buildings will be demolished and all improvements including parking areas,
sidewalks, building slabs, and pools will be removed.
Bids for the demolition were advertised in the Fort Worth Star-Telegram on June 2, 2010 and June 9,
2010. The following firms submitted bids on July 1, 2010:

The proposals were evaluated based on apre-determined combination of qualitative and quantitative (bid
point) measures. These measures included but were not limited to the evaluation of previous work
experience, qualifications of personnel, contractor capabilities, cost, and subcontractors. Based on the
total point distribution of the pre-determined measures, Intercon Environmental, Inc. met all the
requirements and with a bid of $598,076.85.
Intercon Environmental, Inc., is in compliance with the City's M/V1/BE Program by committing to 16 percent
M/WBE participation on this project. The City's goal on this project is 16 percent.
The Environmental Management Department will oversee this asbestos removal and demolition project for
the Housing and Economic Development Department.
Work on the asbestos removal and demolition project is expected to begin in September 2010.
The project is physically located in COUNCIL DISTRICT 6 but will serve Fort Worth residents in ALL
COUNCIL DISTRICTS.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the current operating
budgets, as appropriated, of the Environmental Protection Project Fund and the Fort Worth Housing
Finance Corporation Fund.
