AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE STORMWATER UTILITY FUND IN THE AMOUNT OF $279 100 00 AND
DECREASING THE UNRESERVED UNDESIGNATED FUND BALANCE BY THE SAME
AMOUNT FOR THE PURPOSE OF FUNDING THE LAKE COUNTRY ESTATES
DRAINAGE MASTER PLAN, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Stormwater Utility Fund in the amount of $279100 00 and decreasing the unreserved undesignated fund
balance by the same amount, for the purpose of funding the Lake Country Estates Drainage Master Plan
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption

SUBJECT
Authorize the Execution of an Agreement with Kimley-Horn & Associates, Inc. in the Amount of
$279 100 00 for the Lake Country Estates Drainage Master Plan Increasing Appropriations in the
Stormwater Utility Fund and Decreasing the Unreserved Undesignated Fund Balance by the Same
Amount and Adopt Supplemental Appropriation Ordinance (COUNCIL DISTRICT 7)
RECOMMENDATION
It is recommended that the City Council.
1 Adopt the attached supplemental appropriation ordinance increasing appropriations in the Stormwater
Utility Fund in the Amount of $279 100 00 and decreasing the unreserved undesignated fund balance by
the same amount; and
2 Authorize the City Manager to execute an Agreement with Kimley-Horn & Associates, Inc. in the
amount of $279 100 00 for the Lake Country Estates Drainage Master Plan
DISCUSSION
In order to address stream flooding and neighborhood flooding detailed drainage studies are required to
determine runoff rates and flow depth identify flooding areas and deficiencies in current drainage facilities,
to verify and correct Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps, to
develop a master drainage plan consisting of proposed storm drain and channel improvements detention
and other measures to reduce building and street flooding. In November 2007 a Request for
Qualifications (RFQ) was advertised for neighborhood drainage studies. Twenty-three statements of
qualifications were received and Kimley-Horn & Associates Inc. was selected to prepare the Lake
Country Estates Drainage Master Plan Storm Water Study SWS-032 to address flooding in this
neighborhood
The scope of work will include 1 } a detailed study of two unnamed tributaries 2) preparing documents to
obtain a FEMA letter of map revision 3) identification of erosion repair and other minor projects which may
be needed and 4) development of a watershed master plan for future improvements to further reduce
stream flooding and a drainage master plan of the surrounding neighborhood in order to identify future
capital improvements and to estimate project costs. Kimley-Horn & Associates, Inc. proposes to perform
this study for alump-sum fee of $279 100 00 City staff considers this fee to be fair and reasonable for the
scope of services proposed based on the size of the study area The Stormwater Utility Fund will be used
to fund this study
This project is located in COUNCIL DISTRICT 7
Kimley-Horn 8~ Associates, Inc. is in compliance with the City's MJ1/VBE Ordinance by committing to 22

percent M/WBE participation The City's goal for this project is 17 percent.
FISCAL INFORMATION /CERTIFICATION
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance funds will be available in the current
operating budget of the Stormwater Utility Fund Upon approval the unreserved undesignated cash
balance of the Stormwater Utility Fund will exceed the minimum reserve as outlined in the Financial
Management Policy Statements.
