HomeMy WebLinkAboutResolution 3848-01-2010A Resolution NO 3848-01 2010 ADOPTING THE CITY OF FORT WORTH'S 2010 FEDERAL LEGISLATIVE PROGRAM WHEREAS, during the months from October through December of 2009, the Governmental Relations staff conferred with the Mayor, members of the Fort Worth City Council, the City Manager and Assistant City Managers and department directors to identify the City's programmatic and funding needs that could, potentially, be resolved by Congressional action, and WHEREAS, based upon those meetings, the Governmental Relations staff made two presentations, in November of 2009, to the Legislative and Intergovernmental Relations Committee (LIAC) that contained a recommended list of federal legislative initiatives and federal appropriations requests and the LIAC instructed staff to forward the recommendation to the full City Council for review, and WHEREAS, the Government Relations staff has worked to refine the list of federal legislative initiatives and federal appropriation requests as set forth in the attached Exhibit A and seeks the City Council approval of same NOW, THEREFORE, 13E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH That the City Council adopts the 2010 Federal Legislative Program as outlined in the attached document, and That the City Council authorizes and directs the City Manager to distribute copies of the City's Federal Legislative program to members of Congress, to other cities, and other interested parties, and ORT~ORT RESOLUTION NO 3848 O1 2010 That the City Council authorizes and directs the appropriate City officials to send letters of support or to meet with federal officials to discuss the City's position on the attached initiatives, and That the City Council authorize and direct the City's Government Relations staff and the City's federal legislative consultants to take the appropriate actions to advance the 2010 Federal Legislative Program before Congress, the Administration and corresponding federal agencies Adopted the 26~" day of January 2010 fj~.! fit, )` ff ATTESTS' ~ ~~ '''` ~ ~, .~ ; .~: .. ~, '"" -- . ~ ~, O Marty Hendrix;-City,.Sei ;mot ORT WORT CITY COUNCiI~ JAN 2 6 2010 ~ c~ ci~- secretor, a ~e Cttyof I~brt Worth, Texgs ~~' Resolution No 3848-01 2010 A Resolution Adopting The City of Fort Worths 2010 Federal Legislative Program Exhibit A • The City of Fort Worth will submit specific funding requests for 2010 o Funding for Development of a New Police/Fire Training Center ^ $10 0 million (incrementally if required) ^ Will provide for acquisition of land for the development of the new firing range and burn pad Possible sources of funding: FY 10 Senate/CJS/OJP Byrne Discretionary Grants Franklin Partnership assessment: `first responder training programs are popular politically - probability is for a high degree of success" o Funding for the Homeless Initiative ^ $4 0 million (incrementally if required) ^ Will provide for acquisition of land for the development of new residential facilities ^ Possible sources of funding: FY 10 Senate/THUD/HUD/Economic Development Imhahve ^ Franklin Partnership assessment: a `high probability of success" for this request o Funding for design and construction of a Downtown circulator system ^ $53 0 million is the estimated cost of the system ^ Application will be filed by the Crty of Fort Worth and The T ^ Source of funding: $130 0 million m unallocated Discretionary New Starts/Small Starts Program Funds authorized by the 2005 Safe, Accountable, Flexible, Efficient, Transportation Equity Act (SAFETEA LU) ^ $25 0 million is the maximum grant under this program Remaining funding will be provided locally • The City of Fort Worth will support the following funding requests or issues o The efforts of the Tarrant Regional Water Distract for FY2011 funding for the Trinity River Vision Central City Flood Control and related projects o The efforts of The T in seeking authorization for full funding of the modern street car system for Fort Worth $250 0 million Resolution No 3848-01 2010 o Funding for Tower 55 ^ The City will continue to support the request of the BNSF and UP railroads for TIGER Grant funding ^ Success m the pursuit of this request will tugger access to $35 million m state funds made available m the 20091egislative session The City will also pursue all other available sources of funding o Funding for completion of the development of the Southwest/Northeast Rail Line ^ The T is currently pursuing a federal funding request for $250 million The T is currently working towards satisfying a $250 million matching requirement o Passage of the Federal Employment Non-Discnmmahon Act o The position of the Tarrant Regional Water District to promote the ability of state and local governments, water providers and business interests to continue to oversee, through local control, the planning and implementation of water supply and floodplam management projects. 2
