ADOPTING AN UPDATE TO THE 2004 PARK, RECREATION AND
OPEN SPACE MASTER PLAN FOR THE CITY OF FORT WORTH, TEXAS
WHEREAS, in 1909 the first Park Master Plan authored by George Kessler was
adopted by the City of Fort Worth Park Board and successive Park Master Plans by Hare
and Hare were adopted in 1930 and 1957 and
WHEREAS, these plans laid the foundation for the park system ~n Fort Worth and
on November 10 1992 the City Council adopted a Strategic Plan for the Fort Worth Park
and Recreation Department to guide the management of Department resources and
WHEREAS on June 30 1998 the City Council adopted the 1998 Park, Recreation
and Open Space Master Plan that built upon the legacy of planning and stewardship and
provided for assessments standards obJectives priorities recommendations and actions
that recognized opportunities and addressed existing deficiencies and
WHEREAS, the standards incorporated in the 1998 Park Recreation and Open
Space Master Plan were the first locally determined needs based standards in the history
of the Parks and Community Services Department and
WHEREAS, for a number of years the Department has conducted periodic Needs
Assessment Studies for use in setting local standards prioritizing park, recreation and
open space needs both Citywide and by Park Planning District and developing an action
plan to comply with the Texas Parks and Wildlife Department s grant guidelines and
WHEREAS, on June 22 2004 the Fort Worth City Council adopted a new Park,
Recreation and Open Space Master Plan to advance the development of a cleaner more
attractive city promote safety aid m the revitalization of the Central City and provide
objectives and strategies that were intended to guide the development of the park,
recreation and open space system of the City for the next five to ten years and
WHEREAS, revisions to update the 2004 Park, Recreation and Open Space Master
Plan have been prepared to address changes that have occurred in the City in last five
years and to maintain the City s eligibility for state park grants and
WHEREAS on January 27 2010 the Parks and Community Services Advisory
Board unanimously endorsed the update to the Park Recreation and Open Space Master
Plan and
WHEREAS the City Plan Commission endorsed the update to the Park Recreation
and Open Space Master Plan on January 27 2010 and

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT
1 The update to the Park, Recreation and Open Space Master Plan for the City of Fort
Worth is hereby officially adopted to incorporate policy amendments that have been
made in the past five years to reflect accomplishments that have been achieved
during that period and to update demographics and prioritized park system needs
and
2 The updated Park, Recreation and Open Space Master Plan for the City of Fort
Worth is hereby officially adopted as the guide for allocation of resources for the
improvement and continued development of Fort Worths Park, Recreation and
Open Space System and
3 The updated Park Recreation and Open Space Master Plan for the City of Fort
Worth is hereby incorporated as part of the City s Comprehensive Plan and
4 The adoption of this updated Master Plan supersedes previous park, recreation and
open space master plans to the extent the provisions of the update are in direct
conflict with such other park, recreation and open space master plan

SUBJECT
Adopt a Resolution Updating the 2004 Park, Recreation and Open Space Master Plan and Incorporating
the Updated Master Plan in the City's Comprehensive Plan
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached Resolution updating the 2004 Park, Recreation and Open Space Master Plan for the
City of Fort Worth and
2. incorporate the Updated Plan as an Amendment to the City's Comprehensive Plan
DISCUSSION
Since its establishment in 1909 the City of Fort Worth park system has been guided in its development by
formally adopted comprehensive Master Plans The first was the 1909 Kessler Plan subsequent plans
have included the 1930 Hare and Hare Master Plana 1957 update of the Hare and Hare Master Plan
and more recently the 1998 and 2004 Park, Recreation and Open Space Master Plans In 1992 the Park
and Recreation Department Strategic Plan which focused on strategic allocation of resources was
adopted and in 2001 the Recovery Action Plan was adopted to comply with the Department of Interior
National Park Service Urban Park and Recreation Recovery Act Grant Program
The first City of Fort Worth Comprehensive Plan which serves as the umbrella plan for all City services
growth and development, was adopted in the year 2000 Since that time the Parks and Community
Service Department's Park, Recreation and Open Space Master Plan has been incorporated by reference
into the City's Comprehensive Plan
The current Park, Recreation and Open Space Master Plan (Plan) was adopted by the City Council on
June 22 2004 (M&C G14384) The adopted Plan sets forth local standards with a basis of established
national standards from the National Park and Recreation Association and the American Academy for
Park and Recreation Administration
In order for the City to remain eligible for the Texas Parks and Wildlife Department's (TPWD) Recreation
Grant Programs, the Park, Recreation and Open Space Master Plan must be updated every five years
The update was included in the Department's Business Plan in 2009 however due to the fact that Fort
Worth was not eligible for TPWD grants because of an existing $2 million regional grant for Gateway Park,
which was being held up to use as leverage for United States Army Corps of Engineers funds the update
of the Master Plan was deferred
The TPWD recently made revisions to their grant guidelines resulting in the City of Fort Worth being

eligible for new grants notwithstanding the existing regional grant.
In order to apply for grants in the February 28 2010 grant cycle grant awards by the Parks and Wildlife
Commission are adopted in August, the City must update the 2004 Master Plan The update includes
recently adopted policy amendments, accomplishments that have been achieved in the five years since
the 2004 Plan was adopted and updated demographics and prioritized park system needs This update
has been guided by the Parks and Community Services Advisory Board involved a public input process
and included input from staff
On January 27 2010 the Parks and Community Services Advisory Board (the Board) held a public
hearing at the East Regional Library to receive public input and comment. Following the hearing the
Board voted unanimously to endorse to the City Council this update to the Park, Recreation and Open
Space Master Plan That same day the City Plan Commission also voted in favor of the proposed update
