AUTHORIZING THE CITY MANAGER TO ACCEPT A RECLAIMED WATERLINE
EASEMENT AND A TEMPORARY CONSTRUCTION EASEMENT TO THE CITY OF
FORT WORTH CONTAINING APPROXIMATELY 12,249 SQUARE FEET OF LAND
LOCATED ON PROPERTY OWNED JOINTLY BY THE CITIES OF DALLAS AND
FORT WORTH AS PART OF DFW AIRPORT SO THE CITY CAN CONSTRUCT AND
MAINTAIN A RECLAIMED WATER FACILITY
WHEREAS the Cities of Dallas and Fort Worth~ointly own approximately 18 000 acres
of property known as the Dallas/Fort Worth International Airport (the Airport") and
WHEREAS, the Cities of Dallas and Fort Worth have created a `point board under
Section 22 074 of the Texas Transportation Code, as amended, known as the Dallas/Fort Worth
International Airport Board (the 'Board") to operate and set and establish policies for the
Airport; and
WHEREAS on September 3 2009 by Resolution Number 2009-09-201 the Board
recommended conveyance of a reclaimed waterline easement containing approximately 2 963
square feet of land and a temporary construction easement containing approximately 9,286
square feet of land to the Crty of Fort Worth across Airport land for areclaimed-water pipeline,
and authorized the execution of an agreement with American Airlines to perrnit the easements to
encroach upon the leasehold estate for total compensation of $24,352 to be paid by the City of
Fort Worth m accord with its appraisal, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT
1 The City Manager is authorized to execute a reclaimed waterline easement and a
temporary construction easement to the City of Fort Worth containing a total of approximately
12,249 square feet of land located in Tarrant County Texas, to be attested by the Crty Secretary
2 That the approvals and authorizations contained m this resolution are further
conditioned upon similar approvals and authorizations by the City Council of the City of Dallas.

Adopt a Resolution Authorizing the City of Fort Worth to Accept Certain Easements on DFW Airport
Property for the City to Construct and Maintain a Reclaimed Water Facility for the Amount of $24 352 00
and Pay the Estimated Closing Costs of $1 000 00 (COUNICL DISTRICT 5)
RECOMMENDATION
It is Recommended that the City Council
1 Adopt a resolution authorizing the City of Fort Worth to accept a conveyance granting to the City a
reclaimed waterline easement containing approximately 0 068 acres of land and a conveyance granting a
temporary construction easement containing approximately 0.213 acres of land on property owned jointly
by the Cities of Dallas and Fort Worth as part of DFW Airport for the City to construct and maintain a
reclaimed water facility and pay the estimated closing costs of $1 000 00
2. Find that the appraised value of $24 352 00 is just compensation and
3 Authorize the acceptance and recording of appropriate instruments
DISCUSSION
The City of Fort Worth is receiving stimulus funds to build a reclaimed water pipeline from the Village
Creek Wastewater Treatment Plant to DFW Airport property (Airport)
The City of Fort Worth needs approximately 0 068 acres of land for the reclaimed waterline easement and
approximately 0.213 acres of land for the temporary construction easement. The easements will be
located at the intersection of FAA Boulevard and State Highway 360 in the southeast corner of Airport
property currently leased to American Airlines for the American Airlines Training Facility
Permanent easements across Airport property can be granted only by the Cities of Dallas and Fort Worth
even when the City of Fort Worth is the recipient of the easement.
On September 3 2009 by Resolution Number 2009-09-201 the Dallas/Fort Worth International Airport
Board requested the Cities of Dallas and Fort Worth to grant the easements.
The Airport Board will purchase the reclaimed water for resale to its customers and for its own use for
cooling construction irrigation and mineral exploration The reclaimed water supply will be in addition to
the potable water supply currently available to the Airport.
This action will have no affect on the water rates to be charged by the City of Fort Worth
Based on an appraisal report commissioned by the City of Fort Worth the appraised value is $16 000 00

for the reclaimed waterline easement and $8 352 00 for the temporary construction easement. The
encroachment of the easements on American Airlines leasehold will also require American Airlines
consent. This action authorizes payment of the total amount to American Airlines as consideration for its
consent to the easement. Closing costs are estimated at $1 000 00
