AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CRIME CONTROL AND PREVENTION DISTRICT
FUND IN THE AMOUNT OF $418,787 AND DECREASING THE UNRESERVED,
UNDESIGNATED CCPD FUND BALANCE BY THE SAME AMOUNT FOR
FY2006-2007 FOR THE PURPOSE OF FUNDING UNBUDGETED
EXPENDITURES IN THE NEIGHBORHOOD PATROL OFFICER AN
STOCKYARDS DETAIL PROGRAMS.; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Crime Control and Prevention District Fund in the amount of $418,787 and
decreasing the unreserved, undesignated CCPD Fund balance by the same amount for FY2006-
2007 for the purpose of funding unbudgeted expenditures in the Neighborhood Patrol Office and
Stockyards Detail Programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Supplemental Appropriation Ordinance for Fiscal Year 2006-2007 Year End Budget
Adjustments in the Crime Control and Prevention District Fund in the Amount of $418,787
RECOMMENDATION:
It is recommended that the City Council adopt the attached supplemental appropriation ordinance
increasing appropriations for Fiscal Year 2006-2007 by $418,787 in the Crime Control and Prevention
District Fund and decreasing the unreserved, undesignated Crime Control and Prevention District Fund
balance by the same amount for the purpose of funding unbudgeted expenditures in the Neighborhood
Patrol Officer and Stockyards Detail Programs.
DISCUSSION:
The City's annual Crime Control and Prevention District (CCPD) Fund operating budget is formally enacted
into law by City Council action adopting an appropriation ordinance that establishes spending limits for each
program's operation. The CCPD's Financial Management Policy Statement adopted May 18, 2006 requires
the disclosure and concurrence by City Council of program variances exceeding $25,000 or ten percent,
whichever is less. While the CCPD Fund experienced overall savings in excess of $4.5 million dollars for
fiscal year ending September 30, 2007, the Neighborhood Patrol Officer Program and Stockyards Detail
Program exceeded the policy limits set by $408,947 and $9,840 respectively. This Mayor and Council
Communication represents the final step in the process to appropriate additional funds to cover the program
overages.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendation and the adoption of the
attached supplemental appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Crime Control and Prevention District Fund. Upon approval, the unaudited, unreserved,
undesignated CCPD fund balance will be $1,006,654.
