Home My WebLink AboutResolution 3886-05-2010A Resolution NO 3886-05-2010 AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $195,548.00 IN GRANT FUNDS FROM THE FISCAL YEAR 2011 CRIMINAL JUSTICE DIVISION GRANT FUNDS AND THE MAHING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, the Cnmmal Justice Division of the Governor's Office (CJD) is funding grant projects throughout the state; and WHEREAS the City of Fort Worth (City) by and through rts Police Department, has wntten a grant application for submission to the CJD for the following project: 1 Salary and fringe benefits for one Homicide Investigation Cold Case Detective. This project will allow one detective to work full time on investigation of unsolved homicides. The total amount dedicated to this goal would be $108 112 00• $39,316 00 provided by CJD with the City's match being $68 796 00 2 Salary and fringe benefits for two Victim Assistance Specialists. This project will allow two specialists to assist the Domestic Assault Response Team ("DART") The total amount dedicated to this goal would be $123 766 $76,232 provided by CJD with the City's match being $47,534 3 Travel and Registration costs for 4 detectives to take courses m digital forensics for future certification. This project will assist the department in addressing computer related fraud crimes as well as credit card fraud, identity theft and mternet based scams. The total amount dedicated to this goal would be $80 000 00• $80 000 00 provided by CJD with no City match being required. WHEREAS, the City Council of the City of Fort Worth finds it in the best interest of the citizens of Fort Worth that the above outlined project be operated for the Fiscal Year 2011 Grant Cycle; and WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a resolution by the City containing certain assurances, oRrWoirr RESOLUTION N0.3886-OS-2010 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT 1 The City Council ratifies the submission the grant applications to the Office of the Governor Criminal Justice Division, for the projects named above; 2. Authorize the City Manager to accept, reject, alter or terminate if awarded the three Fiscal Year 2011 grants and execute associated contract(s), 3 Approve matching funds of $116 330 00 to be transferred from the Federal Awarded Assets Fund to the Grants Fund 4 Adopt a resolution authorizing the application for and acceptance of $195 548 00 in grant funds from the fiscal year 2011 Criminal Justice Division Grant Funds and the making of assurances required by the Criminal Justice Division of the Governor's Office and 5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $311 878 00 upon receipt of the grants. DISCUSSION Each year the Criminal Justice Division of the Governor's Office funds grant projects throughout the state The Police Department has written four grant applications for the Fiscal Year 2011 grant cycle. Each project is described below Domestic Assault Response Team (DART) Total $123 766 00 (CJD $76,232.00 City Match $47 534 00) The DART grant budget includes two Victim Assistance Specialists These personnel will focus on providing follow-up services to victims of domestic violence. The grant budget includes salary fringe benefits training and supplies. This is a continuation application for the twelfth year of funding Homicide Cold Case Investigation Total $108 112.00 (CJD $39 316 00 City Match $68 796 00) This project will allow one detective to work full-time on investigation of unsolved homicides.
