AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $90,000.00 IN GRANT
FUNDS FROM THE FISCAL YEAR 2011 STATE COVERDELL FORENSIC SCIENCE
IMPROVEMENT GRANT PROGRAM AND MAKING ASSURANCES REQUIRED BY THE
CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE
WHEREAS the Cnminal Justice Division of the Governor's Office (CJD) is funding grant
projects throughout the state; and
WHEREAS, the Crty of Fort Worth (City) by and through its Police Department, has wrtten a
grant application for submission to the CJD for the following project:
The Police Department is requesting $90 000 00 m funding to purchase an additional
Automated Fmgerpnnt Information System (AFIS) for the Cnme Laboratory to reduce
the turn-around time on latent pant examinations;
WHEREAS the City Council of the Crty of Fort Worth finds rt in the best interest of the
citizens of Fort Worth that the 2011 State Coverdell Forensic Science Improvement Grant Program be
operated for the Fiscal Year 2011 Grant Cycle; and
WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a
resolution by the Crty containing certain assurances,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXA5
1 The City Council ratifies the submission of the grant application to the Office of the Governor
Cnminal Justice Division, for the 2011 State Coverdell Forensic Science Improvement Grant
Program,
2 The City Council authorizes the Assistant City Manager for Police, to apply for accept, reject,
alter or terminate this grant on behalf of the City and
3 In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be
returned to the CJD m full.

Ratify the Application for and Authorize the Acceptance of if Awarded the Fiscal Year 2011 Coverdell
Forensic Sciences Improvement Grant in the Amount of $90 000 00 from the State of Texas Office of the
Governor Criminal Justice Division Adopt Related Resolution and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Ratify the application for the Fiscal Year 2011 Coverdell Forensic Sciences Improvement Grant from
the Office of the Governor Criminal Justice Division in the amount of $90 000 00
2. Authorize the City Manager to accept, reject, alter or terminate if awarded the Fiscal Year 2011
Coverdell Forensic Sciences Improvement Grant;
3 Authorize the City Manager to execute a contract in connection with the acceptance of the grant, if
awarded
4 Adopt the attached Resolution authorizing the Police Department's application for and acceptance of
$90 000 00 in grant funds from the Fiscal Year 2011 Coverdell Forensic Sciences Improvement Grant and
the making of assurances required by the Criminal Justice Division of the Governor's Office and
5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $90 000 00 upon receipt of the grant.
DISCUSSION
Each year the Criminal Justice Division (CJD) of the Governor's Office funds grant projects throughout the
State under the Coverdell Forensic Science Improvement Grant Program The Police Department has
applied for $90 000 00 in funding under the Fiscal Year 2011 Coverdell Forensic Science Improvement
Grant to purchase an additional Automated Fingerprint Identification System (APIs) machine for the Crime
Laboratory The additional AFIS system will allow employees within the Latent Print Unit of the Crime Lab
to simultaneously conduct latent print examinations thus reducing the current backlog The goals under
this grant program include reducing the current backlog of 60 days for latent print examination requests to
under 20 days for 90 percent of cases The addition of a second AFIS system will also add another search
algorithm which will maximize the Crime Lab's ability to identify latent prints
The grant requires that the City adopt a resolution which provides assurances that funds will be returned
to the Criminal Justice Division in full in the event of loss or misuse of CJD grant funds and which
designates the official authorized to accept, rejector alter the grant.

The Financial Management Services Director certifies that upon approval of the above recommendations
receipt of the grant, and adoption of the attached appropriation ordinance funds will be available in the
current operating budget, as appropriated of the Grants Fund
