HomeMy WebLinkAboutResolution 3904-07-2010A Resolution NO 3904-07 2010 A RESOLUTION OF THE CITY OF FORT WORTH, TEXAS DESIGNATING A CERTAIN OFFICIAL AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON BEHALF OF THE CITY OF FORT WORTH IN DEALING WITH THE TEXAS PARKS & WILDLIFE DEPARTMENT FOR THE PURPOSE OF PARTICIPATING IN THE LOCAL PARK GRANT PROGRAM -URBAN INDOOR RECREATION GRANT, CERTIFYING THAT THE CITY OF FORT WORTH IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE, CERTIFYING THAT THE CITY OF FORT WORTH S MATCHING SHARE IS READILY AVAILABLE, DEDICATING THE PROPOSED SITE FOR PERMANENT PUBLIC PARK AND RECREATIONAL USES AND CERTIFYING THAT THE GRANT APPLICATION SHALL BE SUBMITTED TO THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR THE TEXAS REVIEW AND COMMENT SYSTEM (TRACS) REVIEW WHEREAS the City of Fort Worth is fully eligible to receive assistance under the Local Park Grant Program -Urban Indoor Recreation Grant; and WHEREAS, the City of Fort Worth is desirous of authorizing an official to represent and act on its behalf m dealmg with the Texas Parks & Wildlife Department concerning the Local Park Grant Program -Urban Indoor Recreation Grant; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF FORT WORTH. SECTION 1 That the Crty of Fort Worth hereby certifies that rt is eligible to receive assistance under the Local Park Grant Program -Urban Indoor Recreation_ Grant, and that notice of the grant apphcahon has been posted according to local public hearing requirements, and SECTION 2 That the City of Fort Worth hereby certifies that the matching share for this grant application is readily available at this time; and SECTION 3 That the City of Fort Worth hereby authorizes and directs its Assistant City Manager for Neighborhood Services to act for the City of Fort Worth m dealmg with the Texas Parks & Wildlife Department for the purposes of the Local Park Grant Program -Urban Indoor Recreation Grant, and that Charles W Damels is hereby officially designated as the representative m this regard, and SECTION 4. No` 3904'-07-20°10 -- ~__.~ ~- ,,_~ ~ .,_ ~ ~. ~-a ~a,n., __ - DATE Tuesday July 20 2010 REFERENCE NO G-16992 LOG NAME 80FAR SWGRANT SUBJECT Conduct a Public Hearing Regarding Application for an Urban Indoor Recreation Grant from the Texas Parks and Wildlife Department in the Amount of $1 000 000 00 for the Proposed Far Southwest Community Center Authorize Application for and Acceptance of Grant, if Awarded and Adopt a Resolution Designating the Assistant City Manager for Neighborhood Services as Authorized Official to Act on Behalf of the City of Fort Worth in Dealing with the Texas Parks and Wildlife Department and Authorizing the Application for the Grant (COUNCIL DISTRICT 6) RECOMMENDATION It is recommended that the City Council 1 Conduct a public hearing to receive public comment on the City's application for an Urban Indoor Recreation Grant from the Texas Parks and Wildlife Department in the amount of $1 000 000 00 for development of the proposed Far Southwest Community Center 2. Authorize the application for an Urban Indoor Recreation Grant from the Texas Parks and Wildlife Department and authorize the City Manager to accept the grant if awarded and 3 Adopt the attached Resolution designating the Assistant City Manager for Neighborhood Services, Charles W Daniels as the authorized official to act on behalf of the City of Fort Worth in dealing with the Texas Parks and Wildlife Department, authorizing the application for the grant and making other representations required by the grant application DISCUSSION The Texas Parks and Wildlife Department, Recreation Grants Branch (TPWD) administers the Local Park Grant Program which includes the Urban Indoor Recreation Grant. The TPWD assists local units of government with the acquisition and/or development of public recreation areas and facilities throughout the State of Texas. The Local Park Grant Program provides matching fund(s) reimbursement grants to eligible local governments Grants are awarded by the Parks and Wildlife Commission once a year as funds are available The deadline for the January 2011 Commission agenda is July 31 2010 The City of Fort Worth Parks and Community Services Department is eligible to apply fora 2010 TPWD Urban Indoor Recreation Grant. Sufficient funding is readily available to apply for up to $1 000 000 00 for the development of the proposed community center to be located at Southwest Community Park. Receipt of this grant is contingent upon the City's ability to provide the required matching funds A separate Mayor and Council Communication will be submitted at a later date specifying the Fund/Account/Center of the funding source(s) previously allocated for this project. Capital funding allocated for this project which will be used as the city's match includes the following Logname• 84FAR SWGRANT Page 1 of 2 Grant Local Match Source Scope of Work Funding $1 000 000 00 $2 500 000 00 2004 CIP Community Center $598 745 00 1986 CIP SW Complex $348,119.00 Gas Bonus* Total $3 446 864 00 Balance of funds available after acquisition of the 76 697 acre community park, acquired in 1998 At the June 23 2010 Parks and Community Services Advisory Board meeting the Board voted to endorse a recommendation to the City Council supporting the application for the Urban Indoor Recreation Grant from the TPWD for additional development funding for the proposed Far Southwest Community Center Notice of this public hearing was posted and advertised in compliance with the Texas Open Meetings Act. As a condition of this grant application the TPWD and the City of Fort Worth Parks and Community Services Department are jointly committed to long term program compliance This commitment includes compliance at the site assisted by the Local Park Grant Program as well as sites that were previously assisted by grant funds from the Land and Water Conservation Fund and the Texas Local Parks Recreation and Open Space Fund After all projects are completed and all grant funds have been reimbursed the joint commitment to the requirements of the Program will continue This includes the park being placed on the restricted listing of parks which requires that all new revenues generated from the site must be expended on dedicated parkland The proposed Far Southwest Community Center will be located in Southwest Community Park in COUNICL DISTRICT 6 FISCAL INFORMATION /CERTIFICATION The Financial Management Services Director certifies that this action will have no material effect on City funds FUND CENTERS TO Fund/Account/Centers CERTIFICATIONS Submitted for City Manager's Office b~ Originating_Department Head.
