HomeMy WebLinkAboutResolution 3916-08-2010A Resolution NO 3916-08-2010 A RESOLUTION IN SUPPORT OF THE TCU/BERRY STATION AREA TRANSIT-ORIENTED DEVELOPMENT PLAN SUSTAINABLE DEVELOPMENT PROJECT WHEREAS the Regional Transportation Council (RTC) approved the North Central Texas Council of Governments (NCTCOG) Call for Sustainable Development Projects on March 5 2009 and WHEREAS the City of Fort Worth submitted a sustainable development project application for the TCU/Berry Station Area Transit-Oriented Development (TOD) Plan to the NCTCOG prior to the October 2, 2009 deadline• and WHEREAS the Regional Transportation Council awarded $44 8 million for Sustainable Development projects on June 3 2010 including $150 000 in RTC funds for the TCU/Berry Station Area TOD Plan, and WHEREAS the TCUlBerry Station Area TOD Plan will provide aform-based code to help implement transit-oriented development around the future TCU/Berry commuter rail station, and WHEREAS the City of Fort Worth is required to fund or pass through funds from the private sector for the minimum local cash match of 20 percent, or $37,500 for the project; and WHEREAS the City of Fort Worth has received financial commitments totaling $55 000 from Texas Christian University Fort Worth Transportation Authority and Berry Street Initiative as private partners for the local cash match, and WHEREAS the City of Fort Worth has $10 000 in Urban Development Funds available from the 2004 capital improvement bond program, resulting in a total local cash match of $65 000 and a total project cost of $215 000• and WHEREAS the Regional Transportation Council requires the submittal of this resolution by September 3 2010 prior to the execution of an Interlocal Cooperative Agreement with the NCTCOG for the use of the awarded funds, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH THAT URT WORT RESOLUTION NO 3916-08-2010 1 The City of Fort Worth supports the TCU/Berry Station Area TOD Plan as applied for in the original 2009-2010 Sustainable Development Call for Projects application. The City of Fort Worth supports the project s programmed fiscal year 2011 2 The City of Fort Worth will serve as the public sponsor and lead project contact on this project. The City Manager is authorized to designate a single point of contact for the project. 3 The City of Fort Worth commits to fund or pass through funds from the private sector for the local cash match for the project, including the allocation of $10 000 from the 2004 capital improvement bond funds. 4 The City of Fort Worth confirms that the local partners, not the Regional Transportation Council, will be responsible for any cost overruns. 5 The City Council hereby authorizes the City Manager to execute an Interlocal Agreement with NCTCOG for receipt of Grant funds for the TCU/Berry Station Area Plan Project. 6 The City of Fort Worth confirms that all funding is handled on a reimbursement basis. 7 The City of Fort Worth concurs with the Sustainable Development Call for Projects Program Rules.
