HomeMy WebLinkAboutResolution 3708-01-2009A Resolution NO 3708-01 2009 ADOPT A RESOLUTION TO ACCEPT AND IMPLEMENT THE CITY OF FORT WORTH'S MOBILITY AND AIR QUALITY PLAN WHEREAS the Dallas -Fort Worth region is a federally designated nonattamment area for the pollutant ozone; and poor air quality impacts both public and economic health of the entire region, and WHEREAS The City of Fort Worth City Council reviewed and enacted numerous short and long term measures such as Green Cement, the Clean Fleet Vehicle Policy and Truck Lane Restrictions that encourage reductions in air pollutants, and WHEREAS, nitrogen oxide emissions emitted from vehicles contribute to approximately 50 percent of the pollutants that leads to the formation of ozone in North Texas, and WHEREAS the City of Fort Worth population continues to grow rapidly and is now greater than 700 000• and WHEREAS the City of Fort Worth has identified `Improving Mobility and Air Quality" as one of the City's seven strategic goals that are used to guide City Council and staff as they make decisions that set the direction for future programs and initiatives, and WHEREAS, City Council authorized execution of an lnterlocal Agreement with the Fort Worth Transportation Authority (The T) to develop the Mobility and Air Quality Plan for the City of Fort Worth and region, and WHEREAS the Mobility and Air Quality Plan, which a copy of the report is on file with the City Secretary's Office, is a balanced, strategically sound and environmentally responsible plan to address current and future transportation growth needs of the residents of Fort Worth and the region, and WHEREAS the final Mobility and Air Quality Plan public meetings were held on June 18 2008 to present the Plan s findings and recommendations, and WHEREAS the Plan Commission unanimously voted to support the Mobility and Air Quality Plan on September 24 2008 RESOLUTION NO 3708-01 2009 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That the City Council hereby finds that the Mobility and Air Quality Plan has been developed to help achieve the City's strategic goal of `Improving Mobility and Air Quality" SECTION 2. That the City Council hereby adopts the Mobility and Air Quality Plan. SECTION 3. That this resolution, as approved will be transmitted to the Fort Worth Transportation Authority North Central Texas Council of Governments, Texas Department of Transportation and North Texas Tollway Authority to tom m the goal of `Improving Mobility and Air Quality" SECTION 4. This resolution shall take effect immediately upon adoption. No. 3708-01-2009 DATE Tuesday January 13 2009 LOG NAME 20MAQPLAN REFERENCE NO G-16430 SUBJECT Adopt Resolution to Accept and Implement the City of Fort Worth Mobility and Air Quality Plan RECOMMENDATION It is recommended that the City Council adopt a resolution to accept and implement the City of Fort Worth Mobility and Air Quality Plan A copy of the report is on file with the City Secretary's office DISCUSSION On May 17 2005 the City Council authorized staff to conduct Phase II of the Mobility and Air Quality Plan (MAQ Plan) for the City of Fort Worth The City Council authorized an Interlocal Agreement with the Fort Worth Transportation Authority (The T) to conduct the MAQ Plan on May 17 2005 During the public involvement process, seven guiding principles were identified for the development of the MAQ Plan and then adopted by City Council in February 2006 The MAQ Plan is a strategy to reduce congestion and improve mobility and air quality for the residents of Fort Worth and the North Texas region The MAQ Plan is a balanced strategically sound and environmentally responsible plan to address current and future City transportation growth needs Its primary purpose is to serve as a blueprint for making future transportation investment decisions The MAQ Plan includes a diverse range of mobility options such as commuter rail rapid transit (bus rapid transit, modern streetcars or light rail) bicycling walking and roadway projects The MAQ Plan encourages through policy modifications land uses that support multimodal and sustainable transportation options This balance of transportation and land use is essential to creating a more efficient and sustainable transportation system and in helping to attract residents and businesses in an increasingly competitive economy Implementing the changes outlined in the MAQ Plan will improve quality of life and enable Fort Worth to become the Most Livable City FISCAL INFORMATION /CERTIFICATION The Financial Management Services Director certifies that this action will have no material effect on City funds FUND CENTERS TO Fund/Account/Centers FROM Fund/Account/Centers CERTIFICATIONS Submitted for City Manager's Office by: Fernando Costa (6122) Originating Department Head.
