AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $225,000.00 IN GRANT
FUNDS FROM THE FISCAL YEAR 2009 CRIMINAL JUSTICE DIVISION GRANT FUNDS
AND THE MAHING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE
DIVISION OF THE GOVERNOR'S OFFICE
WHEREAS the Cnmmal Justice Drvision of the Governor's Office (CJD) is funding grant
projects throughout the State addressing transnational gangs, and
WHEREAS the City of Fort Worth (City) by and through its Police Department, has written a
grant application for submission to the CJD for the following project:
1 Overtime for officers. This project will support the Police Department's inittative m reducing
violent gang crimes, specifically gangs with affiliations outside the United States. The total
amount dedicated to this goal would be $265,275 00• $225 000 provided by CJD with the
City's match being $40,275 00
WHEREAS the City Council of the City of Fort Worth finds rt m the best interest of the
citizens of Fort Worth that the above outlined project be operated for the Fiscal Year 2009 Grant Cycle;
and
WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a
resolution by the City containing certain assurances,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS, THAT
I The City Council approves submission of grant applications to the Office of the Governor
Cnmmal Justice Division, for the project named above;
2 The City authorizes the City Manager or his designee, to apply for accept, reject, alter or
terminate these grants on behalf of the City
3 In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be
returned to the CJD m full, and
4 The City will provide the above-mentioned applicable matching grant funds for the named

RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached resolution
a Authorizing the City Manager to apply for accept, reject, alter or terminate if awarded the
Fiscal Year 2009 Transnational Gang Grant from the Office of the Governor Criminal
Justice Division
b Authorizing the City Manager to designate the Assistant City Manager who oversees the
Police Department as the authorized official to accept, reject or alter the Fiscal Year 2009
Transnational Gang Grant after it is awarded and
c Providing assurance that funds will be returned to the Office of the Governor Criminal Justice
Division in full in the event of loss or misuse of Criminal Justice Division Grant funds
2 Authorize the City Manager to enter into a contract with the Office of the Governor for the
implementation of the Fiscal Year 2009 Transnational Gang Grant;
3 Authorize the City Manager to transfer $40,275 00 from the General Fund to the Grants Fund for the
City's match of associated fringe benefits cost; and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $265,275 00 upon receipt of the grant.
DISCUSSION
The Office of the Governor Criminal Justice Division has allocated funding to Police Departments across
North Texas including $225 000 00 to the Fort Worth Police Department to help target transnational gang
activity These grants are awarded under the federal Edward Byrne Memorial Justice Assistance Grant
(JAG) Program and distributed by the Office of the Governor Criminal Justice Division (CJD) The funding
will be used to support the department's initiative in reducing violent gang crimes, specifically gangs with
affiliations outside the United States Grant funds of $225 000 00 will be budgeted for overtime hours for
officers sergeants and lieutenants The grant funds will not reimburse the $40 275 00 in associated fringe

The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance funds will be available in the Fiscal Year 2009
operating budget, as appropriated of the Grants Fund
