AUTHORIZING APPLICATION FOR, AND ACCEPTANCE OF A GRANT FROM
THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE UNDER
THE JUVENILE JUSTICE & DELINQUENCY PREVENTION ACT FOR THE
DIAMOND HILL CONNECTION AFTER SCHOOL PROGRAM
WHEREAS, the City of Fort Worth (City) has applied for a grant from the
Criminal Justice Division of the Governor s Office (CJD) under the Juvenile Justice &
Delinquency Prevention Act for the Diamond Hill Connection After School Program (the
Program) and
WHEREAS, the Program will be administered by the Parks and Community
Services Department and services will be provided through subgrant agreements with
the YMCA of Metropolitan Fort Worth and Camp Fire USA First Texas Council
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS
1 That the City Manager is authorized to apply for and if awarded accept
the grant
2 That the City Manager or designated Assistant City Manager is
authorized to sign any or all documents pertaining to the grant
3 That the City agrees to the terms of the grant including all rules in
Chapter 3 of the Texas Administrative Code the current Governor s
Criminal Justice Plan for Texas and the Uniform Grant and Contract
Management Standards
4 That the City agrees that none of the grant funds will be used to influence
the outcome of any election, the passage or defeat of legislation or the
funding of any grant application.
5 That the City understands and agrees that violation of any term of the
grant will result m the CJD placing a temporary hold on grant funds
permanently de obligating all or part of the grant funds requiring
reimbursement for funds already spent or barring the City from receiving
future grants In the event of loss or misuse of funds the City Council
ensures that funds will be returned to the CJD in full
6 That the City understands that any special conditions of the grant must be
met before receiving funds

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded a grant in an amount up to $78 000 00
from the Criminal Justice Division of the Office of the Governor of the State of Texas to operate the
Diamond Hill Connection After-School Program from September 1 2009 to August 31 2010
2 Adopt the attached resolution and appropriation ordinance increasing estimated receipts and
appropriations in the Grants Fund by up to $78 000 00 subject to receipt of the grant;
3 Authorize the City Manager to designate the Parks and Community Services Department Director as
the Authorized Official for the Diamond Hill Connection After-School Program with authority to accept,
reject or alter the grant, if awarded and
4 Authorize the City Manager contingent upon receipt of the grant award to execute contracts with the
YMCA of Metropolitan Fort Worth in an amount up to $52 000 00 and with Camp Fire USA First Texas
Council in an amount up to $26 000 00 to conduct the Diamond Hill Connection After-School Program
DISCUSSION

The purpose of this M&C is to authorize the City Manager to apply for and accept, if awarded a grant from
the Criminal Justice Division (CJD) of the Office of the Governor of the State of Texas to operate the
Diamond Hill Connection After-School Program This M&C also authorizes the execution of contracts with
the YMCA of Metropolitan Fort Worth (YMCA) and Camp Fire USA First Texas Council (CFUSA) to
operate the program on a contractual basis
On March 23 2004 the City Council authorized the application for and acceptance of a grant in the
amount of $130 370 00 from the CJD (M&C G-14308) The Parks and Community Services Department
submitted the proposal for the Diamond Hill Connection After-School Program in collaboration with the
YMCA and CFUSA. That grant began the new three-year program for the Safe and Drug-Free Schools
and Communities Act Fund that ended August 31 2007 A subsequent application to the Criminal Justice

Division for the period 2007 2008 was recommended for funding but funds were not available Since
September 1 2007 the program has been funded at a reduced level by a grant from the Texas Education
Authority With this new grant application if awarded the grant year will begin September 1 2009
through August 31 2010
The Diamond Hill Connection After-School Program provides supervised after-school educational cultural
and recreational activities for middle and high school age youth It is also designed to promote school
attendance discipline and learning A major function of the program is to provide participants with the
skiNs needed to improve their academic competency in reading writing and mathematics With this grant,
the program will continue to serve youth ages 10 through 17
This program serves to complement other program services offered at the Diamond Hill Community
Center including the Comin Up Gang Intervention Program Senior Citizens of Greater Tarrant County
Inc. programs such as the congregate lunch program Youth Sports programs, and a boxing program
Effective October 13 2003 Section 3.2021 of the Texas Administrative Code was amended to require that
entities applying for these grant funds designate an Authorized Official" who is given the power to apply
for accept, reject, alter or terminate a grant. This M&C would authorize the City Manager to designate the
Parks and Community Services Department Director as the Authorized Official for the City
This grant does not require the City to provide matching funds However the Criminal Justice Division
does require that the City Council ensure that funds will be returned in full if any grant funds are lost or
misused

The Financial Management Services Director certifies that upon approval of the above recommendations
award of the grant and adoption of the attached resolution and appropriation ordinance funds wi11 be
available in the current operating budget, as appropriated of the Grants Fund
