SUPPORTING THE CREATION OF AN INTERLOCAL AGREEMENT
FOR THE PURPOSE OF PROMOTING THE JOINT USE OF FACILITIES
BETWEEN THE CITY OF FORT WORTH AND
THE EAGLE MOUNTAIN SAGINAW INDEPENDENT SCHOOL DISTRICT
WHEREAS the Interlocal Cooperation Act ("Act"), Chapter 791 of the Texas Goverrunent
Code, authorizes local governments to work together using a cooperative Interlocal Agreement
("Agreement") for the purpose of fulfilling and implementing their respective public and governmental
purposes, needs, objectives, programs, functions and services, and
WHEREAS the City of Fort Worth is of the opinion that the creation of Agreements under the
Act to explore and evaluate opportunities for ~omt use of facilities is highly beneficial to the taxpayers
and residents of participating local governments, and
WHEREAS the City of Fort Worth believes the promotion of ~omt use facilities with the Eagle
Mountain-Saginaw Independent School District will 1) improve the quality of life for the residents m
the participating communities, 2) encourage and provide opportunities for recreational and leisure
activities to enhance physical and mental development of the residents m these communities, and
3) enhance economic development m the participating communities, and
WHEREAS, entering into an Agreement with the Eagle Mountain-Saginaw Independent School
Distract for the purpose of exploring and promoting the possibility of ~omt use facilities will allow the
respective parties to evaluate future point use facilities during the development of their respective capital
improvement programs in an effort to maximize the use of public funds and eliminate duplication of
services, and
WHEREAS, the City of Fort Worth, pursuant to the authority granted by the Act, wishes to
express its support for an Agreement with the Eagle Mountain-Saginaw Independent School District for
the purpose of exploring and promoting the possibility of~omt use facilities

NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF FORT WORTH
SECTION 1 The findings set forth above are incorporated into the body of this Resolution as if
fully set forth herein, and
SECTION 2 The execution of this resolution shall evidence the support of the Crty of Fort
Worth for the creation of an Interlocal Agreement with the Eagle Mountain-Saginaw Independent
School District for the purpose of promoting ~omt use of facilities, a program created by local
governments in accordance with, and pursuant to the Interlocal Cooperation Act; and
SECTION 3 The execution of this resolution shall evidence the support of the Crty of Fort
Worth for the ~otnt use of facilities for the purposes outlined herein, and
SECTION 4. The execution of this resolution shall authorize staff of the City of Fort Worth to
enter into an Agreement with Eagle Mountain-Saginaw Independent School District so that both parties
may fully investigate and bring forth additional mutually beneficial Agreements for programs and
facility use that maximize the resources provided by the taxpayers of Eagle Mountain-Saginaw
Independent School District and the Crty of Fort Worth, and
SECTION 5 This resolution shall take effect immediately upon its passage.

Adopt Resolution to Enter into an Interlocal Agreement with Eagle Mountain-Saginaw Independent School
District to Promote Joint Use Facilities
RECOMMENDATION
It is recommended that the City Council adopt a resolution to enter into an Interlocal Agreement with Eagle
Mountain-Saginaw Independent School District to promote joint use facilities.
DISCUSSION
This M&C proposes the adoption of a resolution by the City Council to enter into an Interlocal agreement
with the Eagle Mountain-Saginaw Independent School District (EMSISD) to promote joint use
facilities Representatives from the EMSISD have expressed an interest in partnering with the City of Fort
Worth (CFW) through the adoption of a resolution which would formally endorse and authorize entering
into an Interlocal agreement for the purpose of promoting joint use facilities This proposed agreement
between the CFW and the EMSISD formalizes the interest each entity has in exploring partnership
opportunities
The proposed agreement is a result of an ongoing effort by the Parks and Community Services
Department and the EMSISD to partner when possible in order to maximize existing resources As
noted in Section IV of the 2004 Park, Recreation and Open Space Master Plan 'The Department
recognizes the need for programs and facilities that are housed in City community centers and continues
to seek partnerships with independent school districts and local non-profits to provide community center
programs and facilities in a way that best maximizes public resources Likewise in the Neighborhood and
Community Park Dedication Policy Section V Item E states 'both Neighborhood and Community Park
sites shall be located whenever possible adjacent to and contiguous with school sites and other public or
non-profit agency sites in order to make maximum use of common facilities and grounds
This objective has also been supported by the Parks and Community Services Advisory Board as noted in
their approved annual work plan Over the years this initiative has involved a number of school districts
and has resulted in joint land acquisition joint development of neighborhood and community park
amenities support of recreation and educational programs athletic programming and shared space for
summer day camps and afterschool programs Entering into this agreement will allow the respective
parties to evaluate opportunities for future joint use facilities during the development of their capital
improvement programs in an effort to maximize the use of public funds and eliminate duplication of
services
Although no financial resources nor specific facilities or sites are identified at this time the resolution and
subsequent Interlocal agreement will formally authorize the Department to continue to explore and discuss
partnership opportunities with the EMSISD

Upon adoption the Department can begin the process of outlining possible programs and projects for the
purpose of developing pilot programs and long range capital plans utilizing EMSISD and CFW facilities
that will meet the recreational needs of this segment of the community Pursuit and discussion of potential
projects is subject to workload staff availability and prioritization among a multitude of projects
On April 22 2009 the Parks and Community Services Advisory Board endorsed staffs recommendation
that the City Council adopt a resolution to enter into an interlocal agreement for the purpose of promoting
joint use facilities between the CFW and EMSISD
The EMSISD includes portions of COUNCIL DISTRICTS 2 and 7
