APPOINTING AN ADVISORY BOARD FOR
FORT WORTH PUBLIC IMPROVEMENT DISTRICT NO 1
(DOWNTOWN PID)
WHEREAS, Chapter 372 of the Texas Local Government Code authorizes the
governing body of a municipality to create a public improvement district (PID) m order to
finance certain public improvements within the PID by means of special assessments
levied on property located m the PID and
WHEREAS, Section 372 008 of the Texas Local Government Code authorizes the
governing body of a municipality that creates a PID to appoint an advisory body
consisting of at least in part certain owners of property in the PID in order to assist in
the development and recommendation of an improvement plan for the PID and
WHEREAS, pursuant to Resolution No 3756 06 2009 adopted by the City Council
on June 23 2009 the City Council re established Fort Worth Public Improvement District
No 1 (the "Downtown PID") and
WHEREAS, in accordance with Section 372 008 of the Texas Local Government
Code the City Council wishes to appoint an Advisory Board for the Downtown PID that is
composed of both Downtown PID property owners and interested individuals (the
"Downtown PID Advisory Board")
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS
1 That the following owners of property in the Downtown PID are hereby
appointed to the Downtown PID Advisory Board (with reference made to the individual
that will at least initially represent the property owner if the property owner is not an
individual person which individual may be replaced by the property owner at any time)

2 That the following entities are hereby authorized to appoint one individual to
the Downtown PID Advisory Board (with reference made to the individual that will at
least initially represent the entity which individual may be replaced by the entity at any
time)

3 That the Downtown PID Advisory Board as appointed pursuant to this
Resolution, satisfies the requirement of Section 372 008(b) of the Texas Local
Government Code that the Board include at least (i) owners of more than 50% of the
appraised value of property m the Downtown PID that zs liable for assessment and (ii)
record owners of property in the Downtown PID constituting more than 50% of all record
owners of property that is liable for assessment or more than 50% of the area of all
property that is liable for assessment
4 That the above members of the Downtown PID Advisory Board shall serve
until such date as the City Council may by subsequent Resolution appoint a new
Downtown PID Advisory Board and may be removed or replaced at any time by
Resolution adopted by the City Council
5 That this Resolution shall supersede Resolution No 3191 04 2005 pursuant
to which the City Council appointed a Downtown PID Advisory Board effective April 19
2005

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution appointing an advisory board for
Fort Worth Improvement District No 1 (Downtown PID)
DISCUSSION
On June 23 2009 City Council adopted Resolution No 3756-06-2009 re-establishing Fort Worth Public
Improvement District No 1 (Downtown PID). In accordance with Section 372 005 of the Texas Local
Government Code the petition requesting re-establishment of the Downtown PID authorized the City
Council to establish an advisory body with the responsibility of developing and recommending a service
and improvement plan for the Downtown PID
The Downtown PID manager Downtown Fort Worth tnc. has submitted a list of 30 property owners
which comprises a majority of the property value and land area in the Downtown PID plus three
community stakeholders that do not own property in the Downtown PID Initial representatives
recommended to serve on the advisory board are listed next to the property owner or entity appointed to
the board
The property within the Downtown PID is located in COUNCIL DISTRICT 9
