HomeMy WebLinkAboutOrdinance 18177-07-2008Ordinance No. 18177-07-2008 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $100,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF EXECUTING AN ENGINEERING AGREEMENT WITH DELTATEK ENGINEERING FOR THE NORTH BEACH STREET GROUND STORAGE TANK REHABILITATION AT 4809 RAY WHITE ROAD; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $100,000 from available funds for the purpose of executing an engineering agreement with Deltatek Engineering for the North Beach Street Ground Storage Tank Rehabilitation at 4809 Ray White Road. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Authorize the City Manager to execute an engineering agreement with Deltatek Engineering in the amount of $100,000.00 for the North Beach Street Ground Storage Tank Rehabilitation; 2. Authorize the transfer of $100,000.00 from the Water and Sewer Operating Fund to the Water Capital Projects Fund; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Water Capital Projects Fund in the amount of $100,000.00 from available funds. DISCUSSION: The North Beach Street five million gallon welded steel ground storage tank was installed and coated in 1979. In 1987, the tank exterior was recoated. In September 2007, the Water Department had the tank cleaned and inspected. The inspection determined that the coating had reached the end of its serviceable life, increasing the potential for structural damage due to corrosion. As part of the work, Deltatek Engineering will prepare plans and specifications for the removal of the existing paint system, recoating both the exterior and interior of the tank with a new coating system and performing structural improvements identified during the tank inspection. In addition, as part of this agreement, Deltatek Engineering will perform construction management services. Deltatek Engineering is in compliance with the City's M/WBE Ordinance by committing to 15 percent M/WBE participation. The City's goal on this project is 15 percent. The project is located in COUNCIt_ DISTRICT 4. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Water Capital Projects Fund.
