HomeMy WebLinkAboutResolution 3778-08-2009A Resolution NO 3778-08-2009 AUTHORIZING THE MAKING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE IN CONNECTION WITH THE FISCAL YEAR 2009 CRIMINAL JUSTICE DIVISION GRANT FUNDS WHEREAS, each year the Cnmmal Justice Division of the Governor's Office (CJD) funds grant prod ects throughout the state; and WHEREAS the City of Fort Worth (City), by and through its Police Department, wrote four grant applications for submission to the CJD for the FY 2009 Grant Cycle for the following projects. 1 Salary fringe benefits, training, vehicle rental and insurance for one Sex Cremes Registration and Monrtonng (SCRAM) Cold Case Detective. This project focuses on the investigation of sexual assault cold cases. The total amount dedicated to this goal is $100 170• $88 710 provided by CJD with the City's match being $11 460• 2 Salary fnnge benefits, travel, vehicle rental and insurance for one Homicide Cold Case Investigation Detective. This project allows one detective to work full time on investigation of unsolved homicides. The total amount dedicated to this goal is $114 181 $78 633 provided by CJD with the Crty's match being $35,548 3 Salary and fi-~nge benefits for two Victim Assistance Specialists. This project allows the two specialists to assist the Domestic Assault Response Team (DART) and focus on the following: (1) providing follow up services to victims of domestic violence and (2) providing prevention education and outreach. The total amount dedicated to this goal is $76,232 $122,348 provided by CJD with the City's match being $46 116 4 Salary and fringe benefits for two DART Detectives. This project provides two detectives who are dedicated to the investigation of family violence offenses and work m conjunction with staff and volunteers under the DART project. The total amount dedicated to this goal is $196,564 $100 000 provided by CJD with the Crty's match being $96,564 and WHEREAS the Crty Council of the Crty of Fort Worth (City Council) found it m the best interest of the citizens of Fort Worth that the above numbered and outlined projects be operated for the Fiscal Year 2009 Grant Cycle; and WHEREAS, CJD has approved the City's grant application which was contingent upon the passage of a resolution by the Crty containing certain assurances, WHEREAS, as part of the Crty's assurances, the City designated former First Assistant City Manager Joe Pamagua as the City's authonzed official m connection with these grants, ORT WORT T RESOLUTION NO 3778-08-2009 WHEREAS, Assistant City Manager Tom Higgins is now the City's authorized official m connection with these grants, and WHEREAS, the CJD requires that the City approve a new resolution containing assurances which designate Assistant City Manager Tom Higgins as the City's authorized official m connection with these grants, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS 1 That the City designates Assistant Czty Manager Tom Higgins as the City's authorized official m connection with these grants, and 2. No. 3778-08-2009 k ~ ~ ~: DATE Tuesday August 18 2009 REFERENCE NO ''*G-16662 LOG NAME 35ACMAUTHOFF09 SUBJECT Adopt a Resolution Amending Resolution Number 3636-07 2008 in Order to Designate Assistant City Manager Tom Higgins as an Authorized Official to Sign Grants and Other Documents on Behalf of the City for the Police Department RECOMMENDATION It is recommended that the City Council adopt the attached resolution amending Resolution Number 3636- 07 2008 in order to reflect that Assistant City Manager Tom Higgins has the authority to alter execute accept and terminate grants on behalf of the City for the Police Department. DISCUSSION Each year the City of Fort Worth writes and submits grant proposals to agencies similar to the Criminal Justice Division (CJD) of the Governor's Office to fund law enforcement programs. The CJD's grant application submittal includes a certification of assurances by the City In previous years the City of Fort Worth identified former First Assistant City Manager Joe Paniagua as the City Manager's designated authority for the Police Department. Mr Paniagua has retired from the City and subsequently Tom Higgins has assumed Mr Paniagua's responsibilities CJD requires that the City provide the name of the authorized certifying official for their files CJD maintains that information, which must be revised or updated as changes occur Since Mr Higgins has been assigned these duties the City must submit an update to the grant awarding agency The City will not be reimbursed by this agency until the authorized official information is updated FISCAL INFORMATION /CERTIFICATION The Financial Management Services Director certifies that this action will have no material effect on City funds FUND CENTERS TO Fund/Account/Centers CERTIFICATIONS Submitted for City Manager's.
