HomeMy WebLinkAboutResolution 3788-09-2009A Resolution NO 3788-09-2009 AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $315,207 00 IN GRANT FUNDS FROM THE FISCAL YEAR 2010 CRIMINAL JUSTICE DIVISION GRANT FUNDS AND THE MAKING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS the Cnmmal Justice Division of the Governor s Office (CJD) ~s funding grant projects throughout the state and WHEREAS the City of Fort Worth (City) by and through its Police Department has written a grant application for submission to the CJD for the following project Salary fringe benefits training vehicle rental and insurance for one Sex Crimes Registrations and Monitoring (SCRAM") Cold Case Detective This project will focus on the investigation of sexual assault cold cases The total amount dedicated to this goal would be $100 879 00 $80 000 00 provided by CJD with the City s match being $20 879 00 2 Salary fringe benefits training vehicle rental and insurance for one Homicide Investigation Cold Case Detective This project will allow one detective to work full time on investigation of unresolved homicides The total amount dedicated to this goal would be $114 890 00 $58 975 00 provided by CJD with the City s match being $55 915 00 Salary and fringe benefits for two Victim Assistance Specialists This project will allow two specialists to assist the Domestic Assault Response Team ( `DART") The total amount dedicated to this goal would be $123 766 00 $76 232 00 provided by CJD with the City s match being $47 534 00 4 Salary and fringe benefits for two DART Detectives This project will provide two detectives who would be dedicated to the invest~gat~on of family violence offenses and would work in conjunction with staff under the DART project The total amount dedicated to this goal would be $188 983 00 $100 000 00 provided by CJD with. the City s match being $88 983 00 ORT WORT T RESOLUTION NO 3788-09-2009 WHEREAS the City Council of the City of Fort Worth finds it in the best interest of the citizens of Fort Worth that the above outlined protect be operated for the Fiscal Year 2010 Grant Cycle and WHEREAS the approval by CJD of the grant application is contingent upon the passage of a resolution by the City containing certain assurances NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS 1 The City Council ratifies the submission the grant applications to the Office of the Governor Criminal Justice Division for the protects named above 2 The City authorizes the City Manager through the Assistant City Manager for Police to apply for accept retect alter or terminate these grants on behalf of the City 3 The City will provide the above mentioned applicable matching grant funds for the named protect in the total amount of $213 311 00 and 4 In the event of loss or misuse of the CJD grant funds the City assures that the funds will be returned to the CJD in full Adopted this 15th__day of ____September ~fl.`r` ATTEST ~-~ ~~~ ~.,!~,~%, ~~ ~ ~ ~~ ~~ l B =~ ~" y ~. . -- Marty, Hendrrx City ecre~tary ,~ ~~- .. +~, 'w. {i ~~= ~' s~ f~~'~l ~r~~~,4~w 2009 APPRflVE~ CITY COUNCIL SEP 1 5 2009 ~~~ City Secretary of the City of Fort Warth, Texas ORT WORT T City of Fort Worth, Texas Mayor and Council Communication ~~ ~~# COUNCIL ACTION Approved on 9!15/2009 -Res. No. 1$821-09- 2009 ... .~ DATE Tuesday September 15 2009 LOG NAME 35CJDGRANTSFY10 ~~ ~~ REFERENCE NO C-23779 SUBJECT Ratify the Application for and Authorize the Acceptance of $315 207 00 in Grant Funds from the Fiscal Year 2010 Criminal Justice Division Grant; Authorize $213 311 00 in Matching Funds Adopt a Resolution in Order to Make Assurances Required by the Criminal Justice Division of the Governor's Office and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council 1 Ratify the application for four Fiscal Year 2010 grants from the Office of the Governor Criminal Justice Division which would include funds in the amount of $315 207 00 for Sex Crimes and Registration Monitoring (SCRAM) Cold Case Investigation Homicide Cold Case Investigation Domestic Assault Response Team and Enhanced Domestic Assault Response Team operations 2 Authorize the City Manager to accept, reject, alter or terminate if awarded the four Fiscal Year 2010 grants and execute associated contract(s), 3 Approve matching funds of $213 311 00 to be transferred from the Federal Assets Fund to the Grants Fund 4 Adopt a resolution providing assurances that funds will be returned to the Criminal Justice Division in full in the event of loss or misuse of Criminal Justice Division grant funds and designating the Assistant City Manager who oversees the Police Department as the authorized official to accept, reject or alter the grants after they are awarded and 6 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $528 518 00 upon receipt of the grants DISCUSSION Each year the Criminal Justice Division of the Governor's Office funds grant projects throughout the state The Police Department has written four grant applications for the Fiscal Year 2010 grant cycle Each project is described below Sex Crimes Registration and Monitoring (SCRAM) Cold Case Investigation Total $100 879 00 (CJD $80 000 00 City Match $20 879 00) This project will focus on the investigation of sexual assault cold cases Grant funds will provide for one detective whose sole purpose is to clear approximately 50 cold case reports that are over one year old If the grant is awarded funds will be used for salary fringe benefits training vehicle rental and insurance for one detective This application is in its second year of Logname• 35CJDGRANTSFYIO Page 1 of 3 funding Homicide Cold Case Investigation Total $114 890 00 (CJD $58 975 00 City Match $55 915 00) This project will allow one detective to work full-time on investigation of unsolved homicides If the grant is awarded funds will pay for the detective s salary fringe benefits travel vehicle rental and insurance This is a continuation application for the ninth year of funding Domestic Assault Response Team (DART) Total $123 766 00 (CJD $76,232 00 City Match $47 534 00) The DART grant budget includes two Victim Assistance Specialists These personnel will be focused on two activities (1) providing follow-up services to victims of domestic violence and (2) providing prevention education and outreach The grant budget includes salary fringe benefits training supplies and outreach materials This is a continuation application for the twelfth year of funding Enhanced Domestic Assault Response Team (Enhanced DART) Total $188 983 00 (CJD $100 000 00 City Match $88 983 00) The Enhanced DART project provides funding for two detectives who are dedicated to investigation of family violence offenses The detectives work in conjunction with staff and volunteers under the DART project.
