AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $168,338.00 IN GRANT
FUNDS FROM THE FISCAL YEAR 2010 STATE JUSTICE ASSISTANCE GRANT AND THE
MAKING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE
GOVERNOR'S OFFICE
WHEREAS the Cnmmal Justice Division of the Governor's Office (CJD) is funding grant
projects throughout the state; and
WHEREAS the City of Fort Worth (City) by and through rts Police Department, has written a
grant application for submission to the CJD for the following project:
The Police Department is requesting $168,338 00 to purchase equipment to assist m
targeting violent serial offenders. The funding will be used to support the Department's
initiative m identifying violent sepal offenders that commit rapes and aggravated
robberies within the City This grant funding will enhance Police Department technology
in the areas of geographical profiling, sex offender registration, and auto theft
investigations.
WHEREAS the City Council of the City of Fort Worth finds rt m the best interest of the
citizens of Fort Worth that the above outlined protect be operated for the Fiscal Year 2010 Grant Cycle;
and
WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a
resolution by the City containing certain assurances,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS, THAT
1 The City Council ratifies the submission of the grant application to the Office of the Governor
Cnmmal Justice Division, for the protect named above;
2 The City authorizes the Assistant City Manager for Police, to apply for accept, reject, alter or
terminate this grant on behalf of the City and
3 In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be
returned to the CJD m full

Justice Division Adopt a Resolution Authorizing the Application for and Acceptance of $168 338 00 in
Grant Funds from the Fiscal Year 2010 State Justice Assistance Grant and the Making of Assurances
Required by the Criminal Justice Division of the Governor's Office and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Ratify the application for and authorize the acceptance of if awarded the Fiscal Year 2010 Recovery
Act: State Justice Assistance Grant for $168 338 00 in funding from the Office of the Governor's Criminal
Justice Division
2 Adopt a resolution authorizing the application for and acceptance of $168 338 00 in grant funds from
the Fiscal Year 2010 State Justice Assistance Grant and the making of assurances required by the
Criminal Justice Division of the Governor's Office and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $168 338 00 upon receipt of the grant.
DISCUSSION
The Office of the Governor Criminal Justice Division publishes funding opportunities to help support law
enforcement agencies prevent and control crime and make improvements in the Criminal Justice
System These grants are awarded under the federal Edward Byrne Memorial Justice Assistance Grant
(JAG) Program and distributed on a state level through the Office of the Governor Criminal Justice
Division (CJD) The Police Department is requesting $168 338 00 to purchase equipment to assist in
targeting violent serial offenders The funding will be used to support the department's initiative in
identifying violent serial offenders committing rapes and aggravated robberies within the City The Police
Department will use $72,500 00 of the grant funds to purchase geographical profiling software and
licensing for seven crime analysts including one year's maintenance and training An additional
$45 338 00 will be used to purchase sex offender electronic palm and fingerprint technology that includes
scanning and photograph equipment and $50 500 00 will be used to purchase GPS tracking systems for
five police units interior video cameras remote control ignition equipment and two laptops for the purpose
of monitoring auto theft incidents This grant funding will enhance Police Department technology in the
areas of geographical profiling sex offender registration and auto theft investigations
The grant requires that the City adopt a resolution which provides assurances that funds will be returned
to the Criminal Justice Division in full in the event of loss or misuse of Criminal Justice Division grant

funds and designates the official authorized to accept, reject, or alter the grant after it is awarded
FISCAL INFORMATION /CERTIFICATION
The Financial Management Services Director certifies that upon approval of the above recommendations
receipt of the grant, and adoption of the attached appropriation ordinance funds will be available in the
current operating budget, as appropriated of the Grants Fund
