M&C P-11979 - (ALL COUNCIL DISTRICTS) — Adopt Ordinance Amending Section 2-9 of the City Code to Increase the Threshold Amount of the City Manager's Delegated Authority for Execution of Contracts and Purchase Agreement, Contract Amendments and Temporary or Permanent Easements from $50,000.00 to $100,000.00 (Continued from December 6, 2016, by Council Member Jordan) Ready to move forward a. ZC-16-181 - (COUNCIL DISTRICT 4 — Cary Moon) — Service Plus Automotive Repair and Maintenance, 3401 N. Tarrant Parkway; From: PD 985 "PD/E" Planned Development for all uses in "E" Neighborhood Commercial plus minor auto repair, oil change and emissions testing, no outside storage; site plan approved. Briefing on National Initiative Survey Results—Abdul Pridgen, Police Assistant Police Chief, Abdul Pridgen, Chief Joel Fitzgerald and Samuel Kuhn gave a presentation on the results from the National Initiative Survey that occurred in January and February, 2016. They also reviewed some of the initiatives and successes, such as: Trained over 1600 officers in procedural justice Ask the Executive Staff Arbitrations/Grievances Procedural Justice 11 and III School Resource Classroom Engagement What to Do When Stopped by Police Leveraging Project; Police Athletic League (PAL); Code True 5. Review of Possible Changes to Fort Worth's 2017 State Legislative Program — T.J. Patterson, Governmental Relations T.J. Patterson, presented the State Legislative Program and there was a discussion concerning adding supporting legislation to reduce the prima facie speed limits on local roadways in Texas to 25 mph. to the program. There was discussion to change the wording to support legislative efforts to allow for local control of the prima facie speed limit on local roads in Texas. 6. Briefing on Proposed Policy for 2017 Council Resolutions Regarding Applications for Competitive (9%) Housing Tax Credits — Aubrey Thagard, Neighborhood Services Aubrey Thagard presented proposed changes to the 9% Housing Tax Credit Policy for 2017. The staff recommendations were as follows: A development will be given a Resolution of Support if a minimum of five percent of the total units are dedicated as market rate units and it has one of the following: (a) ten percent of the total units dedicated for Rental Assistance Demonstration units; or (b) five percent of the total units dedicated for Permanent Supportive Housing units City Council may also consider giving a Resolution of Support to a development that does not meet the above criteria if has evidence of participation in the development by one of the following entities: Fort Worth Housing Finance Corporation, Tarrant County Housing Finance Corporation, Fort Worth Housing Solutions, City of Fort Worth, Tarrant County, or a City-certified Community Housing Development Organization. CITY OF FORT WORTH,TEXAS CITY COUNCIL WORK SESSION DECEMBER 13, 2016 Page 4 of 5 For the purposes of this policy, participation is defined as: having an ownership interest in the development(directly or through a sole purpose entity); being the general partner of a partnership or member of a limited liability company that owns the development; providing financing for the development in the form of a grant, loan or bond issue; or some other equivalent form of substantive, long term involvement. There was discussion as to whether the second part of the recommendation is needed. 7. Briefing on Panhandling Enforcement—Kenneth Dean, Police Assistant Chief Dean provided some back ground on the current laws and rules regarding panhandling and the enforcement challenges. Staff is recommending: Continue to regulate solicitation by City ordinance Revise Section 37(e) of the ordinance to permit solicitation only at designated intersections in the City Remove the list of intersections where solicitation is prohibited and replace it with permitted intersections No changes to permitting requirements No changes to insurance and safety requirements Adopt an aggressive panhandling ordinance Repeal §30-16 Loitering for Purpose of Begging Staff will bring back recommendations during the first quarter of 2017. 8. Briefing on Proposed Cavile Place/Ston Six Neighborhood Improvement Strategy — David Cooke, City Manager, and Aubrey Thagard, Neighborhood Services Aubrey Thagard reviewed the Neighborhood Improvement Strategy that is using data obtained through the Neighborhood Vitality Measures to improve communities. The recommended Pilot community is Cavile Place/Stop Six. Staff is recommending that the Council adopt the Resolution supporting the neighborhood Improvement Strategy Pilot Program and dedication of $2.56 million in funds for capital investment in the Cavile Place/Stop Six area during FY 2017. 9.
