JUSTIFICATION(REASONS)FOR CHANGE ORDER
Additional Time Due to AT&T Relocation:
Additional 25 days were required due to delay of work from AT&T.AT&T had a fiber conflict with the existing inlet on Heritage Trace adjacent to
the concrete headwall as well as a copper line on Tehama Ridge that was in conflict with proposed storm drain.AT&T had to relocate the
existing copper line on Tehama Ridge to allow Reyes to continue work.AT&T also had to expose their line and move temporarily out of the way
for Reyes to excavate the existing inlet.AT&T then adjusted their fiber line to the final agreed upon location.AT&T has relocated both of their
lines and are out of conflict with construction as of 10/24.
Traffic Control Revisions:
Additional 75 days were required due to increased traffic control phasing.Two additional phases were added to the construction of the project
which requires additional time for construction.The additional time was added due to Right-of-Way acquisition difficulties on the northeast
corner.It was originally planned to construct the roundabout in two major phases with the north half being one phase,and the southern half
being another.We have had to revise that to constructing the north half in two phases.
Splitting the north phase into two phases required the following addtional items:
additional project management due to extending the construction duration;additional pavment pours needed;additional sawcuts to maintain a
portion of the existing pavement rather than removing all of existing;mobilization for utility adjustments;additional SWPPP inspections for the
extra phase of construciton;and survey mobilization.
Additional signs and message boards were needed for detour revisions to phase 1 detour.This was to encourage drivers to avoid cutting
through the Reatta Ranch neighborhood.
Additional Plan Revisions:
Plan revisions were due to 7-Eleven unwillingness to coo th acquisitions and to avoid franchise utilities.

Hawkins Commercial Project Additions:
Mycoskie+Mcinnis+Associates is providing site design for a development on the northwest corner around the 7-Eleven
property.They are proposing improving the storm capacity of the existing 48"lateral to allow for the development to tie in to the
existing system.This has been approved through the storm water group.There will be a Future Improvement Agreement in
place to pay for this portion of this change order.The time spent on this work will be awarded to Reyes Group by a change
order after the completion of this work.
The items that the Future Improvement Agreement will pay for are: 1-12, 1-13, 1-81, 1-82, 1-83, 1-84, 1-85.These items total
$92,399.50 which is the amount the Future Improvement Agreement will fund.
Southeast Sidewalk and ROW Delays:
**On the redesign of northwest corner the sidewalk and pedstrian buffer are called out to be installed pending ROW acquisition.
This will hold up the contract until the ROW issues are resolved.Reyes Group will hold theses prices for a year for the sidwalk
and the pedestrian buffer,but it has to be separate from the origianl contract so no retainage is held after the rest of the project
is completed.

HEARING:
SUBJECT: Authorize Execution of Change Order No. 1 to City Secretary Contract No. 47731 with
Reyes Group, Ltd. in the Amount of$127,287.58 for the Heritage Trace Parkway and
Tehama Ridge Parkway Roundabout Project, Thereby Increasing the Contract to an
Amount Up to $2,308,940.88 and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Developer Contribution Fund in the amount of$92,339.50 from available funds for the Heritage Trace
Parkway and Tehama Ridge Parkway Roundabout Project; and
2. Authorize execution of Change Order No. 1 to City Secretary Contract No. 47731 with Reyes Group, Ltd.
in the amount of$127,287.58 for the Heritage Trace Parkway and Tehama Ridge Parkway Roundabout
Project, thereby increasing the contract to an amount up to $2,308,940.88 (City Project No. CO2529).
DISCUSSION:
On March 29, 2016 (M&C C-27654) the City Council authorized award of a construction contract with
Reyes Group, Ltd. in the amount up to $2,181,653.30, inclusive of potential incentives, for the construction
of a roundabout at Heritage Trace Parkway and Tehama Ridge Parkway. This change order is to
incorporate storm drain revisions due to the Hawkins Commercial Project adjacent to the Heritage Trace
Parkway and Tehama Ridge Parkway Roundabout Project.
The revisions will allow for the development to increase the size of the existing storm lateral that connects
the Hawkins Commercial site's internal storm drain to the existing 7 inch x 6 inch storm drain box culvert
under Heritage Trace Parkway. By including this with the Heritage Trace construction project, this will
reduce additional or future construction needed along or within the roadway.
A portion of this project will include 2014 Bond Funds. Available resources within the General Fund will be
used to provide interim financing for these expenses until debt is issued. Once debt associated with this
project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official intent to reimburse, that was adopted as part of the ordinance canvassing the bond
election and the approval of subsequent bond issues. The developers of the Hawkins Commercial Project
are funding their portion of this change order, $92,339.50, as outlined in a separate agreement between the
developers and the City.

attached appropriation ordinance funds will be will be available in the current capital budget as
appropriated, of the Developer Contribution Fund and the 2014 Bond Program Fund.
