HomeMy WebLinkAboutOrdinance 22583-01-2017 ORDINANCE NO.22583-01-2017 AN ORDINANCE AMENDING ORDINANCE 22394-09-2016 TO AMEND THE VEHICLE AND EQUIPMENT REPLACEMENT FUND TO REVISE APPROPRIATIONS TO CONSOLIDATE THE FUNDS INTO A SINGLE PROGRAMMABLE PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That the Vehicle and Equipment Replacement Fund in Section 2 of Ordinance 22394-09-2016 is amended in order to revise appropriations to consolidate the funds into a single programmable project by amending the Vehicle and Equipment Replacement Fund to be and read as follows: VEHICLE AND EQUIPEMENT REPLACEMENT FUND Category Project 2017 Appropriation Ca ital Outlay Vehicle and Equipment $3,674,665.00 Funding Sources Pay as You Go—General Fund $3,451,665.00 Pay as You Go—Culture and Tourism Fund $223,000.00 Total $3,674,665.00 SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to reallocate previously appropriated capital funds designated for vehicle replacement to a programmable project in order to facilitate the efficient administration of replacing City vehicles by the Property Management Department. Additionally, the purpose of this M&C is to reconcile accounts within the Vehicle and Equipment Replacement Fund (VERF) to assist in fund maintenance, project reconciliation, and complete the transition to the City's new capital planning process of the participating funds. In each of the projects in the VERF, the actual revenue and expenditures will be balanced against each other. The necessary transfers will be executed to amend the project budgets so that they are equal to actual receipts and expenditures, which will allow these projects to be closed and funds reallocated within the programmable project for further administration by the Property Management Department. In September 2015, the City Council approved M&C G-18309, which appropriated funds to the newly created VERF. The VERF is used in managing revenues and expenditures associated with acquisition of the City's rolling stock, which includes automobiles, motorcycles, specialized mobile equipment, and other motor driven capital assets. It supports ongoing efforts to improve long-range capital planning by providing a mechanism for departments to set aside funding in preparation for upcoming vehicle-related capital expenditures. The VERF also assists transparency and auditing efforts by providing a central account repository for the purchase of most vehicles and equipment acquired by the City. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, funds will be available in the current capital budgets, as appropriated, of the Vehicle and Equipment Replacement Fund.
